The Minutes of the September 10, 1984, Meeting were approved as presented.
REPOHT ON ACTIm REQUESTED AT PREVIOUS MEETING:
Steve Tisdale reported on the actions taken since the last meeting.
The City Manager and the Mayor have requested the Edinburgh and Glasgaw matter to ome back before this Conmission at the next meeting.
ACTION ITEMS:
1. Tamarack & Skyline - Request for four-way stop.
Pat Runsvold, 4105 Skyline Road, spoke in favor of the four-way stop, reading from her letter to the Traffic
Safety Comnission. She again explained the near misses at this oomer and the dangers with the children
crossing there. Mr. Switzer's letter was also referred
to and quoted. packet for the Comnissioners. Mrs. Runsvold mncluded, stating the time to oontrol the traffic at this intersection is m, and by handing photographs to the Cdssioners of d-dldren that auld be possible statistics at this amer.
These letters were included in the
Mrs. Margaret Brmley, 4120 Skyline Road, spoke in favor of the four-way stop, explaining she had worked with the developers in that area for the last ten years, and felt that at this time, discretion should be used, even though there would be less noise and pollution if the cars were to go straight through, but safety has to come first.
Betty Taylor, Clearview, stated the children do not have a chance to cross the street in that area, with the increase in traffic and speed; there are no school
signs, no speed signs and no crosswalks.
Mary Joe Landry, 4075 Sunnyhill, spoke in favor of the four-way stcp at Skyline and Tamarack, and would also like one at Sunnyhill and Tamarack.

Marty Bournan, Traffic Engineering Consultant, presented a statistics report to the Comnissioners for accidents along Tamarack Avenue for the past year. four-way stap signs and traffic signals are not safe places. what he suggested, I!&. Bouman stated from a technical
approach the street is brand new and a traffic safety
device can do mre harm than good and does not necessarily solve the problem.
He stated that

Jack Kaboda, P. 0. Box 1095, stated the tranquility of the neighborhood has been violated-it is 1x3~ a major through-fare-and a stop sign would bring the neighbors
some peace of mind. He asked the Conmission to please
consider a four-way stop sign, and he also mentioned the
lack of sidewalks in that area.
Marty Bournan stated that where there is a need for a crosswalk in an area where many children cross a street, those crosswalks are painted in.
Cdssioner Harkins suggested that if the neighbors wanted sidewalks in that area, that they form an
assessment district.
The Comnissioners discussed the problem at this intersection and the dangers to those trying to cross
the street there.
Traffic Safety Comnission reconanended a four-way stop at
Tamarack and Skyline, with pre-remition signs to be
installed. This corner to be studied for one year and returned to the Comnission at that time.
Chairman Punches reminded the audience that the Traffic
Safety Camnission is an advisory body only, and this matter will be sent to the City Council.
2. Cadencia t Azahar - Request for traffic oontrol.
Mrs. Jeannie Colling, 3024 Cadencia, addressed the
Codssion asking for a yield sign where Azahar crosses
Cadencia, stating the visibility is not adequate, and
there are school bus stops on this oorner.
Traffic Safety Camnission remmnended putting yield signs on both sides of Azahar, assigning the right-of- way to Cadencia.
Item #4 was taken up next out of order.
4. La Gran Via & Anillo Way - speeding cars.
Robert Imler, 7723 Anillo Way, spoke on this item, asking for two things, reflectorized signs on the curve and traffic delineators in the lanes.
Marty Bournan asked for this item to be brought back to
the Codssion later, as he would like to check out what
would meet the State standards as far as the rumble
strips.

Traffic Conmission returned this item to staff to find out the requirements regarding rumble strips.
Marty E3ouman stated the reflectorized sign would be taken care of.
Item #6 was taken up next out of order.
6. Tamarack & Kirkwall - Request for a right turn only
lane.
Mr. Bernard Markham, 4748 Inverness Court, spoke cn
this item, using the chalkboard to illustrate the right- turn lane he was suggesting.
Cdssioner O'Day stated he would like to mntinue this item to the next meting, to alluw time to study this intersection and spend time out there.
Traffic Conmission mntinued this item to the next
meeting, to allow the Cdssion, as a body, to study
the traffic situation at that spot and get a broader picture of what possible solutions might be available.
3.
Chairman Punches read the reoomnendation of staff to stcp the north and west legs of this intersection and
install a yield sign on the east leg. The Codssion concurred with this decision.
Unicornio & El F'uerte - Request for traffic oontrol.
5.
Signs.
Elm & Valley - Request for N-65 & R-2 and R-72
Chairman Punches read staff recumrendation to install w- 65 (SCHOOL), R-2 (Speed Limit 25) and R-72 (When
Children Are Present) on the south, east and west approach to the intersection. with this decision. The Conmission mncurred
7. for 25 mph speed limit signs. Cadencia between Carpa Ct. & Perdiz Street - Request
Staff remmnendation to deny this request and ask the Police Deparmtent to enforce the prima facie speed of 25 mph in this area was ooncurred with by the Cdssion.
INFORMATIONAL ITEM:
The Codssion agreed to add Mr. Benjamin Smith to the next Agenda to speak cn San Diego Smq and Traffic. Smith will be alloted 15 minutes for this talk.

OFF-AGENIM ITEMS:
Cdssioner Harkins read an announcement regarding housing for senior citizens, handicapped or disabled
persons and the taking of applications for that housing.
Chairman Punches stated the Cdssion should elect a new Chairman, and it was agreed to add this to the Agenda for the next meeting.

COMMISSIONERS
The Comnission discussed the joint meeting with Council
and Planning Comnission to be held October 9, 1984, and
Marty Bouman stated item of cxlrmwxl interest to all of those bodies should be listed for the agenda.
Conmissioner O'Day suggested there should be a discussion of the cul--de-sac policy as it relates to cx>ndominium
projects and the applicability of spacing and plblic street standards to PRDs.
By proper mtion, the meeting of October 1 , 1984, was
adjourned at 4:58 p.m.
