MINUTES
Meeting of: TRAFFIC SAFETY COMMISSION

CALL TO ORDER:
The meeting was called to order by Chairman wood at
3:08 p.m.
ROLL CALL:
Present: Chairman wood, conmissioners Harkins and O'Day.
Absent: Conmissioner Melideo.
Staff Members Present: Marty Rouman, Traffic Consultant Steve Tisdale, Project Manager
A.I?PROVAL OF MINUTES:
The Minutes of the April 1, 1985, meeting were approved as presented.
REPOEZT ON ACTION REQUESTED AT PREVIOUS MEETING
Steve Tisdale reported action requested at the March meeting has been mnpleted with the exception of the
speed limit signs approved by City Council April 16. Those signs will be installed after May 16.
Mr. Tisdale reported staff is still lookina into the Alta Mira traffic situation and will report to the Comnission
at a later date.
Mr. Tisdale gave Cdssioners oopies of the Agenda Bill to be presented to City Council tomorrow niqht reqarding the Harding Street and Oak Street intersection.
ACTION ITEMS:
Chairman wood announced the following it= wuld be taken out of order: Item 2 will be taken first and Item
3 will be taken semnd.
2. Westhaven and Skvline Park - Reuuest for different
traffic control.
Mr. Tony Publim, 594 Elm Avenue, spoke regarding this request. indicated the yield sign recomnended by staff would not help the problem.

Traffic Safety Camnission directed staff to conduct a speed study and a traffic aunt for the Westhaven and SQline Park area and brinq back recomnendations.
Conmissioner O'Day added that re-striping should be done in that area.

3. Kelly Drive - Speed ing cars.
Mrs. Pauline Nelson, 4839 Kelly Drive, spoke on this item, stating the speeding cars cause the residents
problems--crossing the streets or backing out from driveways.
There is a day-care center near the corner, and it is very difficult for the owner to get the children safely across the street.
Steve Tisdale reported there will be a traffic signal at Kelly Street and El Camino Real within six mnths.
Mrs. Smith, 4803 Kelly Drive, stated the children should be given some safety education at the school.
The children ride their bicycles on the wrong side of the street, and she felt the police should go to the school to oversee the teaching of safety rules.
Officer Shipley of the Police Department stated they
normally give bicycle safety instruction to third
graders. that area, but felt when the bike lanes are installed, together with the parking lane, the traffic will be mved into the center part of the street. By naming the
driving area, Officer Shipley stated the traffic would autamatically slaw dawn.
He weed the bicycle riders are a problem in
Steve Tisdale added that a crosswalk in that area would
be dangerous, as it would give the children a false sense
of security.
Traffic Safety colmnission approved staff recmmendation to stripe a bike lane on Kelly Drive and request the
Police Department to enforce the speed limits. Cdssion also requested the Police Department to
approach the Principal of the school for safety education
through both the school and the PTA.
The
Mr. Dean Meyers, 4846 Kelly Drive, spoke on the previous item, stating he felt samething mre needed to be done on Kelly Drive, as staff remmndation would not slow the traffic.
Marty Bournan stated that the striping itself would not slow the traffic down, but the narrawinq of the driving area should be the best tool for slowing traffic.
Item 4 was taken up at this time to alluw plblic input.
4. Batiauitos and Powv
Mrs. Gloria Frey, 905 Poppy Lane, addressed the Codssion, stating her husband had written the letter
regarding the problem. sign and people bring their three-wheelers and dirt bikes there, creating traffic. Also, this is a dropoff spot
for illegal aliens, which causes mre fast driving
through the area.
She said drivers run the stop

Mrs. E'rey asked whether a 'Children at Play'' sign auld be
used in the area, but staff answered that was not a proper sign for a public street.
Conmissioner O'Day suggested Batiquitos does not need to be left open and muld be blocked off past Popw Lane. Officer Shipley stated the Police would have no problem with that suqgestion. Marty Bomn added he would look into the possibility of barricading that street.
Traffic Safety Comnission accepted staff recomnendation to
deny the request to place warning signs and install stop
signs, but reanmended staff investigate the possibility
of erecting a tenporary barricade on Batiquitos.
1. Tamarack West of Sunnvhill - Reuuest for a 25 mph Zone.
Traffic Safety Conanission approved staff recomnendation
to install a 25 mph sign on Tamarack east of Sunnyhill
for westbound traffic.
5. El Arb1 and Cerezo - mest for a Yield Sian.
Steve Tisdale distributed photographs to the Comnission
Members shaving the intersection in question.
Traffic Safety Comnission accepted staff reconmendation to install a yield sign on Cerezo at El Arbol.
ADDITIONAL BUSINESS :
Marty Eburnan stated the Agenda Bill given to the
Comnissioners regarding Harding Street and Oak Street will be before Council May 7, 1985, and he felt a four- way stop wuld only make better targets of the people crossing the street at that arner.
Mr. John Fuller was introduced as the prospective new Comnissioner to replace Comnissioner Punches.
