CALL TO ORDER:
The meeting was called to order by Chairman wood at
3:12 p.m.
mLL CALL:
Present: Chairman wood, Cdssioners Fuller and O'Day. Comnissioner Harkins arrived at
3:18 p.m.
Absent: Camnissioner Melideo.
Staff Members Present: Marty Bournan, Traffic Consultant Vincent Jirmo, Chief of Police
APPROVAL OF MINUTES:
The Minutes of the May 6, 1985, meeting were approved as presented.

Marty Bouman reported the Westhaven item is on the agenda again today. He stated the striping on Kelly Drive had been ordered, but due to the scheduling of resurfacing of the street, will be held up until after that work is amplete. investigation into the possibility of a barricade on
Batiquitos resulted in a negative remmendation from the Utilitiesfiaintenance Department. There is a sewer
punping station there with maintenance required every
day; also one resident, *ich requires the street to be open. Mr. Bouman stated a traffic count was taken at
Poppy Lane and Batiquitos, with the heavy flaw on Poppy
Lane. Batiquitos will eventually be an aterial street, but the traffic flaw is very light at the present time. He ooncluded there is no solution for this problem at
this time. Tamarack was to be posted 25 m.p.h. wst of Sunnyhill, and this has been done. The yield sign on Cerezo at El Arb01 has been installed. Mr. Bouman stated the many improvements recomnended for the Senior Citizens Center on Harding Street have been made, With the exception of the flasher signal. He stated Officer Shipley and he held a meeting at the Center with the senior citizens for a safety program. The program was well-received and the seniors are happy about the proposed improvements.

Mr. Ken Carter, 810 Magnolia Avenue, has requested a barricade at the north side of Jefferson/hagnolia intersection tm protect his house and pedestrians. Carter addressed the Cdssion, handing pictures and handouts to the Members for their perusal.

Marty Bouman stated he shared Mr. Carter's concern and referred to the accident reports contained in the packet.
He felt Mr. Carter's request would need to be studied further before any reaxmendation could be made. He reiterated the reammendation of staff to remove the
large palm tree which obstructs the view of the stop
sign. strips are legal and could be installed there to alert
the drivers. of barricades and warning systems with comnents by Mr. Carter.
In answer to query, Mr. Bouman stated rumble

Police Chief Jimn0 stated he had walked the area with the Coordinating Cdttee, and the palm tree blocks the stop sign at the present time. He added the main problem is
with drunk drivers.
Mr. Bouman added that he discussed the feasibility of a
barricade with the City Attorney, and if that barricade
could not be penetrated, it would kill someone and the City could be sued. He suggested the possibility of a
head-n flashing red beam with the curb painted red in that area.
The Conmissioners stated that Mr. Carter could get an encroachment permit to install his own barricade.
The Traffic Safety Camnission asked staff to install rumble strips on Jefferson Street approaching Magnolia; remove the palm tree obstructing the stop sign; and if
Mr. Carter wuld like anything from the Traffic Safety Cmission to allcw him to build a barricade, the Comnission should aid him.

traffic problems at Rancho Santa Fe Road and Olivenhain Road, stating the two lanes merging into one lane creates a hazard.

Rancho Santa Fe Road should be inproved and the adjacent property developed, eliminating the traffic
problems there IIOW.

The Traffic Safety Comnission mnfirmed staff remnnnendation to deny requests made at this time to allow no left turns on Rancho Santa Fe Road at Cadencia and remve the free right turn at Rancho Santa Fe Road and Olivenhain Road, because of the new lower 45 m.p.h. speed limit. Mr. Tony Publico, 594 Elm Avenue, addressed the
Comnission, asking what disposition had been made in this matter.
Mr. Bouman stated the speed study has not been done, as
it was impractical. in this area, and staff has been asked to propose
different striping proposals at the next meeting.

This item was mntinued to the next meting, with a report to be made by staff on a striping study.

These two items were discussed together.
Mrs. Linda Smith, 2601 Levante Street, addressed the
Comnission, presenting copies of petitions signed by
185 people, asking for a series of stop signs to slow traffic on Levante. Levante.

The Comnissioners mentioned that unfortunately the
people speeding in those areas are usually the neighbors. agreed that when studies are made of citations issued
in that area, the major portion are to the people living in the neighborhood.

The Traffic Safety Coxmission confirmed staff reammendation on Item 3, to install a stop sign on
Romeria at Levante and request the Police Department to continue to enforce the speed limit. recomnendation on Item 5 was oonfirmed by the Traffic Safety Cmission to install a stop sign on Calle
Madero and Nueva Castilla and check into the
possibility of designating Levante a through street, requiring all intersecting streets to stop.
