Meeting of: TRAFFIC SAFETY COMMISSION

CALL To ORDER:
The meting was called to order by Vice Chairman O'Day at 3:09 p.m.
ROLL CALL:
Present: Vice Chairman O'Day, Comnissioners
Fuller and Melideo.
Absent: Conmissioner wood.
Staff Members Present: Steve Tisdale, Project Manager Kent Sears, Traffic Engineer
APFTWAL OF MINUTES:
The Minutes of the June 3, 1985, meeting were approved as presented.
RFZORT ON ACTION REDWSED AT PREVIOUS MEETING
Steve Tisdale reported the work order has been issued to remve the palm tree at Jefferson and Magnolia, install rumble strips and a "stop ahead" sign
with legend on pavement. Also, eight feet of red curbing has been painted on the mrth side of the intersection.
The stop signs and legends have been installed at Levante and Rameria and on Calle Madero and Nueva
Castilla.
Steve Tisdale reported part of the work has been done on
El Camino Real from Hosp Way to Highway 78 with the
reduced speed ahead sign and the 35 m.p.h. signs.
A work order has been issued to install a crosswalk and warning signs at Pas- Del Norte and Elder Court.
A mrk crder has been issued to install the speed limit signs reducing the speed to 40 m.p.h. on CaminoVida Roble between El Cdno Real and Palomar Airport Road.
Steve Tisdale introduced Kent Sears, the new Traffic
Engineer.
ACTION ITEMS:
1. traffic mntrol. Westhaven and Skylinepark - Request for additional
Steve Tisdale gave the report on this item, stating the Camnittee had recomnended a yield sign on Skyline and stripe 100 feet of solid yellaw centerline on Skyline at Westhaven.
Tony Publim, 594 Elm Avenue, said this would not solve
the problem at that intersection, and mmnted abut
the blind intersection.
Kent Sears answered Cdssioners' questions regarding the heavy flaw of traffic down Westhaven onto Park and stated the warrants were not met for a stop sign at
Skyline. He also reconmended against two different
types of signage at one mrner.

Traffic Safety Carmcission reconinended leaving the yield sign at Park and installing a stop sign on Skyline going
westbound. Also, the striping to be done as proposed.
2. traffic signal. Carlsbad Boulevard and Cannon Road - Request for a
Steve Tisdale referred to the letter from Terramar residents attached to the packet and stated the yield sign has been installed.
Staff has reclwrmended against a signal at Cannon and
Carlsbad Boulevard at this time, but it will be placed
on the signal priority list and be re-evaluated at that
time.
Vice-chairman O'Day asked Steve Tisdale to explain the cost of a signal and haw the funds anne out of the Capital Inprovemnt Funds. If the volumes are not present to warrant a signal, more delays are incurred
by the through street.
David Woodward, 5208 Shore Drive, said he knew a signal at that corner was premature at this the. about a crosswalk and a blinking light, and Steve Tisdale said there is a crosswalk and advance warning signs on Carlsbad Boulevard.

re-evaluate this request after the signal priority list is miled.
3. traffic control. Alga Road and Cazadero - Request for additional
Kent Sears reported on this item, stating visibility is the primary concern at this intersection. inprovemnt can be achieved by trinnning back the landscaping in the area and continuing to enforce the posted 40 m.p.h. speed limit. The Engineering Department will continue to mnitor the intersection to
determine if mre extensive inprovements are needed in
the future.

Any Madica, 6701 Antelope, Mildred Brawn, 2638 Luciernaga, Rita Shine, 2510 Wciernaga, and Doren McClure, 2512 Wciernaga all testified to the lack of
visibility at this corner and the danger in turning onto Alga Road. residents in the area report all accidents to the
Police, in order to have them on remrd.

The Traffic Safety Camnission confirmed staff
recomnendation to trim the landscaping adjacent to Alga
west of Cazadero and the Police Department amtinue to enforce the posted 40 m.p.h. speed limit. The Engineering Department will continue to mitor the
intersection to determine if more extensive improvements are needed in the future.
Vice-chairman O'Day asked staff to investigate cutting back shrubs in that area, even though they are on private property, and report back to the Cdssion if
there are problems,
4. additional traffic control. La Costa Avenue and Piraeus - Request for
This intersection was just recently annexed from the
County to the City, and does not meet the warrants for a three-way stop. area for an extra lane for drivers turning onto La Costa Avenue, and the lane should be installed within a reasonable time.

Kent Sears gave the report on this request, stating the visibility was good at this intersection, and there was no need for extra mntrol.

the posted speed,
6. sign, Pi0 Pic0 and Forest - Replace yield sign with a stop
Steve Tisdale reported on this item, giving photoqraphs to the Cmission Menhers for their perusal. The warrants for a stop sign cannot be met, but staff
reaxmended Parks & Recreation Department remove a tree on the southeast corner for better sight distance and a
property mer on the north trim some branches.
Kent Sears said the Cdssioners will be supplied with
a mpy of the policy statements describing the rationale used for evaluating the different traffic mntrol requests,
Vice-chairman O'Day stated the public should be educated
and he felt there should be something printed for
handout to the public at the Engineering munter; particularly on crosswalks and traffic amtrols, which are so often requested by the citizens without proper
knawledge of the dangers and problems involved in what
they are requesting.
