MINUTES
Meeting of: TRAFFIC SAFETY COMMISSION
Time of Meeting: 3:OO p.m.
Date of Meeting: December 2, 1985

CALL TO ORDER:
The Meeting was called to order by Chairman Wood at 3:05 p.m.
ROLL CALL:
Present: Chairman Wood, Commissioners Erwin, Fuller
and Melideo.
Absent: Commissioner O'Day.
Staff Members Present: Steve Tisdale, Project Manager
Kent Sears, Traffic Engineer
APPROVAL OF MINUTES:
The Minutes of the Meeting held November 4, 1985, were
approved as presented.
REPORT ON ACTION REQUESTED AT PREVIOUS MEETING:
Steve Tisdale reported that a work order has been issued to
post truck routes throughout the City. Another work order
is being issued to post Valley Street with the no parking
signs.
ACTION ITEMS:
1. Monroe and Sunnyhill and Alder - Request for additional
traffic control
Garth Packard, 3991 Alder, spoke regarding this request,
stating that two families use the driveway that enters onto
Monroe near the Sunnyhill junction, and he requested a stop
sign be installed to allow safe entrance onto the street.
Commissioners Erwin and Fuller stated they had not seen the
driveway when they drove to this site prior to the meeting.
Chairman Wood stated the Traffic Safety Commission cannot
solve the problem of a private driveway entrance onto a
public street by stopping the traffic on the public street.
Commissioner Fuller asked Mr. Packard whether he would be
concerned with the traffic on those streets if the driveway
did not exist, and he stated probably not.
Traffic Safety Commission affirmed staff recommendation to
deny this request for additional traffic controls at Monroe,
Sunnyhill and Alder.
Recreation Department to trim some bushes to increase the
sight distance at this intersection.
2. Cove Drive - Request to change the no parking anytime zon
from the west side of the street to the east side
Staff will request Parks and
Commissioner Fuller suggested red paint on the sharp turn
area, and staff stated they would check this when the change
was made in the parking.
Kent Sears stated the Committee's recommendation was to
solicit the opinion of the homeowners association, and this
had been omitted.

Traffic Safety Commission affirmed staff's recommendation
to change the "No Parking Anytime" zone from the west side
of Cove Drive to the east side. This action is subject to
the approval of the majority of the homeowners.
Commssioner Melideo supported this action, but stated she
felt this would not solve the problem on a permanent basis.
INFORMATION ITEMS:
1. Tamarack and Skyline - One year Review
Steve Tisdale reported that staff had recommended a two-way
stop, and the Traffic Safety Commission recommended a four-
way stop. The Council affirmed the Commission recommendatioi
There have been no accidents and there are no complaints.
ITEMS FROM COMMISSION:
Chairman Wood distributed copies of a letter he received
from Mola Development Corporation and stated he would like
the Commissioners and staff to read the letter and staff to
place the item on the next agenda.
Commissioner Erwin commented that he had observed traffic
on Carlsbad Boulevard at the Pine intersection, and during
the time there the Police had made frequent trips by, and
he stated he was impressed with the efficiency of the
Department.
ITEMS FROM TRAFFIC ENGINEER:
Kent Sears reported the request to study the school/pedestri;
situation on La Costa Avenue will be on the January agenda.
ADJOURNMENT :
By proper motion, the meeting of December 2, 1985, was
adjourned at 3:31 p.m.
