CALL TO ORDER:
The Meeting was called to order by Chairman Wood at 3:04 p.
ROLL CALL:
Present: Chairman Wood, Commissioners Erwin, Fuller
and O'Day.
Absent: Commissioner Melideo.
Staff Members Present: Kent Sears, Traffic Engineer

APPROVAL OF MINUTES:
The Minutes of the Meeting held December 2, 1985, were
approved as presented.
REPORT ON ACTION FROM PREVIOUS MEETING:
Kent Sears reported the homeowners association on Cove
Drive sent a letter this week concurring with staff
action of changing the "no parking" to the east side.
He stated Council approved the 40 mph speed limit on Elm
Avenue from El Camino Real to Tamarack Avenue, but on
Alga Road they requested the Police Department to use other
than radar to enforce the existing speed limit of 35 mph
for 90 days and report back to Council.
SELECTION OF NEW CHAIRMAN:
Chairman Wood announced this item would be deferred until
the end of the meeting.
ACTION ITEMS :
Items are taken out of order to allow public input.
1. Ocean Manor Motel Parkinn
Arnie Dumbrow, Manager of Ocean Manor Motel, addressed
the Commission, stating the parking is needed for the
motel to stay in business. He added the Motel is bringing
in increased tax money to the City, and the angle parking
is needed.
Kent Sears stated staff's position was based on policy.
Any two-way street and parking area must have 24 feet, and
this cannot be achieved there with angle parking. He said
parking could be removed on the east side, which would
provide the necessary room. Mr. Dumbrow stated not much
parking space would be lost, if that were done.
Discussion among Commissioners, Mr. Dumbrow and staff
determined this matter had come before the City due to
complaints from the neighbors because of the private parkir
signs.

Mr. Dumbrow stated they hoped to refurbish the motel at
this time, and some time later--at least five years--they
hope to rebuild.
Staff stated about half of the spaces would be lost, if the
angle parking is eliminated.
Mr. Dumbrow stated the motel is just now getting out of the
red and becoming profitable, so there is not any money
available to study different parking plans at this time.
Commissioner Erwin stated he would like to walk the
property before making a decision on the parking.
Traffic Safety Commission tabled this item and requested
Mr. Dumbrow take down the private parking signs. The
Commissioners will walk the property prior to the next
meeting .
3. Mola Development Corporation
A. Dove Lane and El Camino Real - Request for left turn
phase
Arden Graff, Property Manager, West Bluff Plaza, used
two maps to explain the requests. She explained the number
of tenants in the business plaza and the number of tenants
in the condominiums, stating this makes quite a lot of
traffic and there is only one access onto El Camino Real
for this traffic--the signal at Dove. She explained with
no left-turn arrow at Dove and El Camino, it is very
difficult to turn onto Dove. The sight distance down
El Camino Real is very limited, making such left turns
very dangerous. The second request involved the U-turn
across El Camino Real in order to travel south for cars
coming out of West Bluff Hills and West Bluff North.
Ms. Graff suggested a two-way turn lane or a break in the
El Camino Real median to allow a left-turn only.
Chairman Wood stated the "no left turn" sign had been
removed from the end of that median at the request of the
people living there.
Debra Malindas, West Bluff Hills, stated when you U-turn ta
north on El Camino Real, you have to contend with people
turning right from Dove onto El Camino Real on the red ligh
Vickie Sauder, West Bluff North, stated with a small car,
you cannot see cars coming north on El Camino Real, if you
try to make a U-turn at the Dove signal.
Officer Shipley stated the Police Department supported the
request to install the left arrow in the signal at Dove.
He stated the median on El Camino Real wauid stay as it is,
with no splits being made. At the time Poinsettia is put
through, a left turn lane should be put there. He felt
a left turn could be made safety at the end of the median
on a temporary basis, and he further suggested a berm be
installed on the west side of the street to ease the
turning space.

COMMISSIONERS
Police Chief Jimno stated his Department does not favor
the U-turn at the end of the median, but agreed to this
in the interest of the neighbors on a temporary basis only.
He suggested people make a left turn elsewhere.
Kent Sears stated he had recommended removal of the bushes
near the Dove Street corner to help the visibility, and the
Parks & Recreation Department had,agreed to remove those
bushes.
Traffic Safety Commission approved installing a left turn
arrow in the traffic signal at El Camino Real southbound
at Dove Street.
B. El Camino Real - From Dove Lane to north of Swallow
Inane --
Traffic Safety Commission accepted staff recommendation
to take no action on this request. They requested City
look at the possibility of a temporary pave-out on the
west side of El Camino Real to aid in the turning.
2. Snapdragon Drive and Alyssum Road - Request for Stop
Sign
Traffic Safety Commission confirmed staff recommendation to
deny the request at this time.
Chairman Wood suggested staff send a letter outlining the
action taken and suggest the matter be taken up with the
homeowners association.
4. La Costa Heights Elementary School - Pedestrian Safety
This was an informational item only, with no action needed.
Kent Sears stated staff is insisting on alignment with
Romeria. He added there would be no pedestiran activity
across La Costa at this site. The children will be bused
to school. Staff will check this further.
ADDITIONAL BUSINESS:
Officer Shipley referred to a two-page report he
distributed to Commissioners giving statistics on traffic
and police work for 1985.
ITEMS FROM COMMISSION:
There were no items.
ITEMS FROM TRAFFIC ENGINEER:
Kent Sears called attention to the material attached
to the packet with Item 2. This material is for the
information of the Commissioners.
Kent Sears announced Steve Tisdale has transferred to
Utilities/Maintenance Department. The Commissioners
extended their best wishes to him in his new position.

SELECTION OF NEW CHAIRMAN:
By unanimous consensus of the Commission, Commissioner
Fuller was elected Chairman for the coming year.
Commissioner O'Day was elected Vice-chairman.
Ocean Manor Item
The Commission agreed to meet at 3:OO p.m., Thursday,
February 20, 1986, at the Ocean Manor Motel site to walk
the property.
ADJOURNMENT :
By proper motion, the Meeting of February 3, 1986, was
adjourned at 4: 18 p.m.
