COMMISSIONERS
CALL TO ORDER:
Chairman O'Day called the Meeting to order at 3:00 p.m.
ROLL CALL:
Present - Chairman O'Day, Commissioners Erwin, Fuller and
Melideo.
Absent - Commissioner Herring.
Staff Members Present:

APPROVAL OF MINUTES:
The Minutes of the Meeting held February 2, 1987, were
approved as presented.
On Page 8, change "Summerhill" to "Sunnyhill".
ORAL COMMUNICATIONS:
Robert Huntoon, 2320 "A" La Costa Avenue, addressed the
Commission regarding left turns off of La Costa Avenue into
the condominium driveway where he resides. There is no
pocket for motorists to wait for a safe turn. There are two
traffic lanes in each direction, and with the speed of traffi
there is a danger of being rear-ended. This location is
approximately 100 yards east of El Camino on La Costa Avenue.
There also seems to be some confusion about parking on the
street in that area. Mr. Huntoon recommended the speed limit
be enforced in that area and consideration be given to
the installation of a left-turn lane.
Tranquil Morrow, 2715 Madison Street, Apt. 3, was recognized
by the Commission and spoke about the area near his residence
There are no sidewalks or curbs in that area, and pedestrians
must walk in the street. There is a drainage problem in the
area, with puddles remaining after any rain, which also
complicates walking there by pedestrians. Mr. Morrow would
like to see curbs and sidewalks installed there.
Rod Tidwell, 2729 Madison Street, addressed the Commission
on the same problem as Mr. Morrow. He added people park
on the street, necessitating pedestrians walking between the
cars and the traffic. He requested sidewalks be installed
in that area and, where possible, wider streets with curbs.
Mr. Tidwell commented about the puddles in front of the
houses and also suggested underground utilities and street-
lights be installed.
NEW BUSINESS:
Item B was taken out of order at this time.
B. Intersection of Alga Road and Corintia Street - Request
for Stop Sign.

Bob Johnson gave the staff report, stating this Commission
had recommended the installation of a traffic signal and
Council authorized that signal. The signal is under design
at the present time and will be installed and energized by
September of this year.
An all-way stop is considered when traffic volumes are
approximately equal on each leg of the intersection. At this
location, volumes are disproportionately greater on Alga Road
than Corintia Street, and an all-way stop would not be
warranted.
Hugh Terrell, 7017 El Furete, representinlg La Costa Meadows
Elementary School Parent-Teachers Executive Board, expressed
his appreciation for the traffic signal which will be
installed at this intersection. He added that perhaps a
four-way stop installed there at this time would prevent
another tragedy such as occurred at Rancho Santa Fe Road and
Melrose Avenue.
Chairman O'Day closed the public discussion at 3:20 p.m.
Chairman O'Day stated he felt the traffic signal would be
warranted in the future, and this was just a matter of doing
something ahead of time.
Commissioner Fuller suggested traffic could use the Fuerte
intersection until such time as the signal was installed at
this corner. He stated his opposition to a stop sign being
installed there, as this would necessitate all cars on Alga
Road stopping, 24 hours a day. This would create a hazard
on Alga Road.
Commissioner Melideo stated there was no new information to
indicate there should be a four-way stop there while the
traffic signal was being installed.
Commissioner Erwin spoke in favor of the four-way stop; stati
this traffic was mainly local traffic and not through traffic
Traffic Safety Commission approved the Traffic Safety
Coordinating Committee recommendation to deny the request
for an all-way stop at the intersection of Alga Road and
Corintia Street.
A. Rancho Santa Fe Road - Olivenhain Road to Questhaven Road
Bob Johnson gave the staff report on this item, referring
to the memorandum dated January 14, 1987, from Frank Mannen.
Mr. Mannen requested staff look at the following issues:
1. Intersection of Rancho Santa Fe Road and Olivenhain
Road. 2. Intersection of Calle Barcelona and Mision
Estancia. 3. Intersection of Rancho Santa Fe Road and
Cadencia. 4. Intersection of Rancho Santa Fe Road and
Melrose.
The Traffic Safety Coordinating Committee recommended the
following:
1. Complete the free right turn per plan for widening RSF.
2. Do not install a traffic signal or flashing beacon at
the Cadencia Street/RSF intersection since warrants are
not met.

3. Install additional regulatory and warning signs on RSF.
4. Have the Police Department continue to enforce the 45 mpt
speed limit on Rancho Santa Fe Road.
Mr. Johnson summarized the report as contained in the Agenda
packet.
Commissioner Erwin stated the only item he took issue with
was the Cadencia Street/RSF intersection.
Mr. Johnson explained there would be a citizens' meeting
March 21, at the Safety Center, for public input on the
realignment of Rancho Santa Fe Road. After that meeting,
alternatives will be selected and an EIR completed.
Commissioner Erwin added the traffic signal would be only
temporary until the realignment was ^completed. Bob Johnson
concurred, adding that after the realignment, there would
be less traffic at that point.
Chairman O'Day inquired about the local facilities plan for
zone 12, and Mr. Johnson stated that would be submitted
this month for review by staff.
Chairman O'Day stated he wanted the Cadencia Street/Rancho
Santa Fe Road intersection item to be returned to this
Commission after the March 21 meeting.
Commissioner Melideo made a motion to adopt the Traffic
Safety Coordinating Committee recommendations. Commissioner
Fuller seconded the motion.
The motion failed.
Commissioner Erwin reiterated his recommendation this item
be continued on the agenda for an update. He stated he would
like to have an update on Rancho Santa Fe Road each meeting
until the construction is completed. He added he would like
to hold the item on Cadencia and Rancho Santa Fe Road in
abeyance, to be discussed at the next meeting.
Commissioner Melideo inquired whether this action would
hold up work on the road, and staff indicated it would not.
Traffic Safety Commission approved the Traffic Safety
Coordinating Committee recommendations as follows:
Items 1, 3 and 4, as listed above. Item 2 is to be discussec
at the April Traffic Safety Commission meeting.
Chairman O'Day requested staff to prepare an update on Rancho
Santa Fe Road for each meeting until realignment and
construction are finished.
REPORT FROM TRAFFIC ENGINEER:
Bob Johnson announced the April meeting should be at City
Council Chambers. He asked the Commissioners to please note
the place of meeting when they receive their packets.
Mr. Johnson stated he would handle the Public Comments with
a letter, if possible. He felt it was a good idea to ask
those people to submit their requests in writing.
Chairman O'Day asked for a recap on the public comments.

The Commissioners discussed having a form printed for
public comments, with space provided for a written
discription of the subject matter.
ADJOURNMENT :
By proper motion, the meeting of March 2, 1987, was adjournec
