CALL TO ORDER:
Chairman O'Day called the Meeting to order at 3:00 p.m.

Minutes of the Meeting held 3uly 6, 1987, were approved
as presented.
ORAL COMMUNICATIONS:
No one was present to speak before the Commission.
OLD BUSINESS:
Bob 3ohnson reported Rancho Santa Fe Road between La Costa Avenue and Olivenhain is being completed, with striping of the lanes to be done and the signals at Calle Barcelona and
Mision Estancia to be turned on.
The Circulation Committee has been meeting with City staff,
developers and homeowners to study additional alignments for Rand\o Santa Fe Road. There will be a status report
given tomorrow night at Council meeting.

Santa Fe Road and staff answered it would be for six lanes. He asked for clarification of this, as it had been

NEW BUSINESS:
A. Tyler Street Alley - Request for one-way northbound travel between tlm Avenue and Grand Avenue.
Bob 3ohnson gave the staff report, stating Redevelopment
Agency had requested a one-way alley from Elm Avenue to
Grand Avenue. There was a lease which allowed traffic to
use and circulate in the parking areas behind the
businesses. That lease will not be renewed and
traffic must drive on an alley that varies in width.

Mr. Johnson stated with the Streetscape Project, there will
be a right-turn in and out for southbound traffic, and the
buildings tend to restrict the sight distance. There will
be signing to indicate a one-way alley and curb work done
to minimize the obstructions.

parking area for the Redevelopment area and building
permits had been given on the strength of using this
parking lot.

Commissioner Melideo said the 17 parking spaces that would
be lost were a part of the remodeling and extra shops allowed on the corner of Elm Avenue and State Street.
This would eliminate the public parking there. Staff
stated there would be a loss of more than 17 parking
spaces, as all the spaces would be returned to private
parking for the merchants. However, only seven spaces are
being removed entirely, and the public will be able to use the private parking.
Harold Clarke, 814 Caminito Del Reposo, addressed the
Commission stating he owns property on State Street and
Grand Avenue. The merchants on the north side of Grand
between State Street and Roosevelt do not have sufficient
parking for their businesses. They arrive at work in the morning and line up on his lot and walk across the street.

returned to private use should be referred to the Design
Review Board for action.

Traffic Safety Commission adopted the recommendation of
the Traffic Safety Coordinating Committee to create
northbound one-way travel on the Tyler Street alley
between Elm Avenue and Grand Avenue.
Commissioner Melideo made a motion to oppose the
termination of the parking lease at this time for the mid-
block parking lot adjacent to Tyler Street between Elm
Avenue and Grand Avenue, and refer it to the Design Review
Board for consideration. Commissioner Fuller seconded the
motion.
Mr. Johnson stated the parking in the lot was not
enforceable and the businessmen in the area decided not to
renew the lease. Two-hour parking signs were posted, and still there was no space available for the tenants of
those buildings or their customers.
Commissioner Melideo stated the Beach Committee had based
its decisions on parking being available in that lot. It
was never presented to them there was a five-year lease
that might not be renewed.

hearings and a five-year lease was signed.

directed to form that parking authority and an agenda bill
is going to Council.

B. Adult Crossing Guard - Request to Establish Procedure
for Removing Unwarranted Guards.
Bob 3ohnson referred to the copy of the Procedure for the
Removal of an Unwarranted Adult School Crossing Guard included in the packet, adding staff felt this was needed
inasmuch as the City pays for the guards. Police Department ref erred several locations to the
Engineering Department for counts, and those counts

John Blair, Assistant Superintendent for Business
Services at the School District, stated he was here at the invitation of the City. He added he would like to respond to the recommendations of the Commission in writing. appreciated the one recommendation to move the School District notification up on the list, and realizing there
are some intersections that do not need crossing guards
any more.

Bob Ewalt , San Marcos Unified School District , addressed the Commission, asking whether La Costa Meadows School was
one of the schools to be considered for City guards. Staff answered a guard there was unwarranted.
San Marcos is providing three guards, and if they request
a guard and it is warranted, it would go to Council to request fmding .
Bob 3ohnson stated he would provide a copy of Chapter 10. He added he had notified the three School Districts of the
meeting, but they had not gotten copies of the Procedure.
Commissioner Fuller stated this item should be carried
over and copies of the Procedure sent to the Districts for
their review and comments. should be in time for the next meeting. Bob 3ohnson

Traffic Safety Commission continued the Procedure for the
Removal of an Unwarranted Adult School Crossing Guard to
the September meeting.
C. Camino De Las Ondas - Request to Establish Prima Facie
Speed Limit.
Bob Johnson gave the staff report as contained in the
packet, stating the prima facie speed limit of 40 miles
per hour was recommended by staff.
Harold Clarke, 824 Caminito Del Reposo, spoke in favor of
the recommendation.
Commissioner Erwin stated 40 miles per hour was too high,
and he made a motion to reduce the speed limit to 35 miles
per hour. The motion died due to the lack of a second.
Traffic Safety Commission adopted the recommendation of
the Traffic Safety Coordinating Committee to establish a
40 miles per hour prima facie speed limit on Camino De Las
Ondas between Paseo Del Norte and Briarwood Drive.
D. Eureka Place - Request to Establish Prima Facie Speed
Limit.
Bob Johnson gave the staff representation as contained in
the staff report.
Traffic Safety Commission adopted the recommendation of
the Traffic Safety Coordinating Committee to establish a
25 miles per hour prima facie speed limit on Eureka Place
between Basswood Avenue and Chestnut Avenue.
E. Carlsbad Municipal Code Section 10.40.035 - Request
for amendment to designate parking on one side for
streets twenty-eight (28) to thirty-five (35) feet
wide.
Bob Johnson reported this item was requested by the
Traffic Engineering Division to clarify the confusion in
interpreting the section.

beach area and Mr. Johnson replied some of those streets
are very narrow. They are dealing with the situations as
they arise, with a 72-hour notice and letters to the
property owners who would be impacted.

REPORT FROM TRAFFIC ENGINEER
Bob Johnson reported City Council reappointed
Commissioners O'Day and Fuller to the Traffic Safety
Commission.

September 7, the next meeting of the Traffic Safety
Commission would be September 14, at 3:OO p.m.
Mr. Johnson stated Mike Holzmiller had volunteered to work
with the Commissioners on how to make motions at their
meetings.
