Vice-Chairperson Melideo called the Meeting to order at
3:OO p.m.

APPROVAL OF MINUTES:
Minutes of the Meeting held August 1, 1988, were
approved as presented.

Bob Johnson announced that Chris Salomone would be at
the next meeting to discuss the overall parking in the
downtown area.
NEW BUSINESS : -
A. Elect New Chairperson-and Vice-Chairperson for
remainder of Calendar Year 1988.
Commissioner Melideo HBS umnimously elected Chairperson
for the remainder of 1988 and 1989.
Commissioner Herring was UM nimously elected Vice-
Chairman for the same term.
B. Seatbelt Safety Presentation - Informational Item of
the "Buckle Up North County!" Program.
Bob Johnson introduced Ms. Anne Berteaux? M.P.H. of Buckle Up North County. from the San Diego
County Department of Health Services. Ms. Berteaux presented a video entitled "Seatbelts Save Lives" and
gave statistics on automobile deaths, stating that
45,000 people are killed each year in automobile
accidents, and three million are injured sufficiently to
require hospitalization.
Ms. Berteaux stated that the second collision was the
one that kills, and that one is the body hitting an
object. The wearing of a seatbelt can elimimte that
second collision and save lives. She stated there is
concern over the low percentage of children in safety
seats or seatbelts, leaving the children unprotected.

Ms. Berteaux urged everyone to use seatbelts and require
anyone in their vehicle to "buckle up". She displayed a
metal sign stating "Buckle Up! Somebody Needs You."
She also distributed litterbags to everyone present. These contained bumper stickers, brochures, a pen and a
key chain.
Bob 3ohnson suggested this presentation be mde to this
Commission again before the agency is disbanded, with
publicity beforehand to let the public know.
suggestion was mde that TV spot announcements should be
made on public TV reminding the public to wear seatbelts
and rmking them aware of the statistics.

Bob 3ohnson gave the, staff report, stating the Agenda
Bill attached to the packet HBS self-explamtory.
In answer to Commission query as to why it takes so
long, Ken Quon, Project Wmger, stated in this case the
City of Carlsbad has taken the initiative in order to
speed up the State process.
Other Commissison questions regardi rq the intersection
were answered by Mr. Quon and Mr. gohnson, stating the
consultant would take all the problems into
consideratioh and amlyze them. Also, this consultant '-iA b was chosen because of the quality of their presentation.
0. Guardrail Evaluation Policy - Review and comment.
Bob Johnson reported this item was the result of a request by Alan Reece in 1987 for a guardrail to be
installed on the west side of Rancho Santa Fe Road
between La Costa Avenue and Cadencia Street. Staff
determined that a guardrail priority list needed to be
established, and the policy, included in the packet is
the result of that study.
Martin Lauber was assigned to this project and the
policy was explained to Mr. Reece, who suggested some
additional items for the evaluation worksheet, such as
guardrails to be installed as protection for backyards
and the speed of the vehicles, since the critical speeds
a nd posted speeds are not the Same. Also, Mr. Reece
suggested another item for the worksheet of whether a
street is a designated truck route.
Mr. 3ohnson stated staff would evaluate those
suggestions and any other comments. was not in favor of guardrails as barriers.
Mr. Lauber is keeping records on accidents where the cars run off of the road and that will be tabulated.
He added that staff

Traffic Safety Commission accepted the Guardrail
Evaluation Policy as presented.
E. Avenida Encinas - Establish a "NO PARKING" zone
between Windrose Circle and Poinsettia La ne.
Bob 3ohnson gave the staff report, stating a recent
concert had brought to staff's attention the absence of "NO PARKING1' signs on Avenida Encims between Windrose
Circle and Poinsettia Lane. This is a secondary
arterial and there should be no parking at any time,
with painted bike lanes. The promoter had installed
temporary "NO PARKING" signs, but they were ignored and
torn down, and the City is now ready to install
perma nent signs.
The request was made to have staff check into whether or
not "NO PARKING" could be installed on Windrose Circle.
Officer Carpenter stated that traffic was backed up for
two hours following that concert, but that emergency
vehicles would have been able to get through, if needed.
Mr. 3ohnson stated the CUP had been revoked as of last
Friday, and unless all requirements with regard to
traffic and security are complied with, there will be no
more concerts.
Traffic Safety Commission approved the recommendation of
the Traffic Safety Coordinating Committee that a "NO
PARKING" zone be established on Avenida Encinas between
Poinsettia Lane and Windrose Circle. Staff was directed
to investigate "NO PARKING" on Windrose Circle and
report back to the Commission.
Commissioner O'Day abstained due to a possible conflict
of interest.
F. krron Road - Establish a "NO PARKING" zone between
3efferson Streeet and Avenida de Anita.
Mike Shirey gave the staff report, stating the Police
Department had requested this "NO PARKING" zone to be
signed and an Ordinance placed on record.
Traffic Safety Commission approved the Traffic Safety
Coordi M ti ng Committee recommenda tion to designate a "NO
PARKING" ZONE ON Marron Road from 3efferson Street to
Avenida de Anita on both sides of the roadway.

REPORT FROM TRAFFIC ENGINEER :
Bob 3ohnson announced there would be a Traffic Safety
Commissioners semimr sponsored by the Automobile Club,
September 22, 1988, from 1~00 p.m.. to 5-00 p.m. at the
City of Vista. He asked the Commissioners to let him
know if they would like to attend.
