Meeting of: TRAFFIC SAFETY COMMISSION

CALL TO ORDER:
Vice-chairman Herring called the Meeting to order at
3:05 p.m.
ROLL CALL:
Present -- Commissioners Herring, Fuller and Ward.
Commissioner O'Day arrived at 3:07 p.m.
Absent -- Commissioner Melideo.

APPROVAL OF MINUTES:
Minutes of the Meeting held December 5, 1988, were
approved as amended to show Bob German, Risk Manager,
present.
ORAL COMMUNICATIONS:
There were no requests to address the Commission.
OLD BUSINESS:
Bob Johnson reported that staff was working on the
analysis of Carlsbad Boulevard as directed by this Commission, and a report would be made in February or
March. A meeting was held with Messrs. Noble and
Brockman to discuss some of the Commission's
recommendations.
Commissioner Fuller commented that Carlsbad Boulevard
will be widened from the bridge to north of Tierra Del
Oro, and that contract is going forward.
NEW BUSINESS:
A. Pontiac Drive - Request for a 3-way STOP at Victoria
Avenue and a 4-way STOP at Spokane Avenue.
Bob 3ohnson gave the staff report as contained in the
packet, stating four letters had been received in
opposition to the all-way stops, and during this meeting
another message was received indicating three more
letters had been received by staff; two in opposition
and one in support of the stop signs.
Mr. Johnson stated he had a telephone call from Mrs. C.
R. Williams, 3604 Haverhill Street, also in opposition
to the all-way stops at the two locations.
Mr. 3ohnson stated that all-way stops are useful if the
volumes are equal on all legs of the intersection and
the right-of-way needs to be asigned. When the warrants
are not met for all-way stops, this can result in more collisions.

Mr. Johnson concluded, stating the Traffic Safety
Coordinating Committee recommended denial of both
requests, as the warrants were not met. Due to the
speeding complaints, the Committee recommended double
yellow centerline striping be placed on Pontiac Drive
and that speed limit pavement legends be installed
adjacent to the speed limit signs.
In answer to Commission query regarding the bushes at
Pontiac and Spokane, Mr. Johnson replied that the
homeowner had trimmed those bushes and that helped the
sight problem. However, staff intended to ask the
homeowner to trim them further, and Mr. Johnson stated
the owner had been very cooperative.
Joe Valenti, 3491 Lawrence, stated he had received a
flyer in his mailbox in opposition to the stop signs,
and the flyer was unsigned. Mr. Valenti expressed
concern about the speeding in the area.
In answer to Commission query regarding whether a
traffic sign or signal is enforceable by the City when
the warrants were not met, Mr. Johnson stated the City
Attorney had said such installations were enforceable.
Officer Carpenter stated there had been no accidents on
Pontiac Drive and no reason for extra patrolling.
Commissioner Fuller stated this was a speeding problem
in that area and he felt staff's recommendation was excellent. He added that the new center striping on Park and Kelly made the motorists more aware of the
street; also painting the speed limits on the street
does help the speeding problem.
Traffic Safety Commission approved the recommendation of
the Traffic Safety Coordinating Committee to deny the request for a 3-way STOP at Victoria Avenue and Pontiac
Drive, and the request for a four-way STOP at Spokane
Avenue and Pontiac Drive. They also approved the
recommendation of the TSCC to place double yellow
centerline striping on Pontiac Drive and speed limit
pavement legends adjacent to the speed limit signs.
REPORT FROM TRAFFIC SAFETY COMMISSIONERS:
Commissioner Ward requested staff to check into the
street sign placement in the City, as she had found
street signs placed on the wrong corners, making it
very difficult to find directions at an intersection.
ADJOURNMENT:
By proper motion, the Meeting of January 9, 1989, was
adjourned at 3:50 p.m.
