CALL TO ORDER:
Chairman Fuller called the Meeting to order at 3:OO p.m.
ROLL CALL:
Present: Commissioners Fuller, Blake and
Stachoviak.
Absent: Commissioners Melideo and O'Day.
Staff Members Present: Bob Johnson, Traffic Engineer
Sgt. Don Metcalf, Police Department
Clyde Wickham, Associate Engineer
APPROVAL OF MINUTES:
The Minutes of the Regular Meeting held March 4, 1991, were
approved as presented.
ORAL COMMUNICATIONS:
There were no requests to address the Commission on a non-
agenda item.
OLD BUSINESS:
Bob Johnson reported that Phase IV of the Streetscape would
be before the Housing and Redevelopment Commission tomorrow
night. The speed limits for Alga Road and Poinsettia Lane
will tentatively be before the Council April 9.

Reaional Transportation Demand Manaaement Procrram -
Status Report
John Duve from SANDAG, gave the report on the
Regional Transportation Demand Management Program,
going through the documents provided to staff and the
Commission. Copies of these reports are on file with
the Traffic Engineer.
The Commission took no action as this was an
information item.
El Camino Real, Lisa Street to South Citv Limit -
Request to establish a 50-mile-per-hour prima facie
speed limit.
Clyde Wickham gave the staff report, stating that staff
felt the 50-mile-per-hour speed limit would slow the
traffic down in that area and allow the Police
Department to enforce it.
Sgt. Metcalf stated that there are extreme speeds in
that area, and posting a speed limit will allow speed
surveys to be made. Also, the speed limit is not
enforceable unless it is posted. Mr. Johnson said this
would be posted every half mile.

NEW BUSINESS: (Continued)
The Traffic Safety Commission approved the
recommendation of the Traffic Safety Coordinating
Committee for a prima facie speed limit of 50 miles per
hour on El Camino Real from Lisa Street to the south
City limit.
REPORT FROM TRAFFIC SAFETY COMMISSIONERS:
Commissioner Blake inquired about the timing of road
improvements on Elm Avenue west of Chatham Road with regard
to the future Elm Avenue connection to College Boulevard.
The residents had expressed concern about that becoming a
bottleneck of significant concern. He said they wanted
those improvements done in conjunction with the opening of
College.
Mr. Johnson said the timing is several years away, but the
capacity of the roads will not be exceeded. Staff is
monitoring the situation.
