Meeting oE TRAF'FIC SAFETY COMMISSION

CALL TO ORDER
Chairman Fuller called the Meeting to order at 3:02 p.m.
ROLL CALL:
Present: Commissioners Fuller, Blake, and Stachoviak.
Absent: Commissioner Melideo.
Staff Members Present: Bob Johnson, Traffic Engineer
Clyde Wickham, Associate Engineer
Sgt. Don Metcalf, Police Department
Lloyd Hubbs, City Engineer.
APPROVAL OF MINUTES:
Commissioner Stachoviak stated that in the last sentence from "Report from
Traffic Safety Commissioners" his statement of the May 6, 1991 TSC should
have said:
"Commissioner Stachoviak stated that the resulting increased
traffic generation, from the Price Club would be a disaster."
Chairman Fuller also asked that the sentence "staff was request ed..." to be
corrected to change "modified" to "neighborhood". The sentence would read
"Staff was requested to bring the concept on the neighborhood traffic
management program to this Commission for discussion."
- ORAL COMMUNICATIONS:
Linda Ankrom 20089 Elfin Forest Lane, Elfin Forest, CA 92029 representing
Elfin Forest Town Council submitted a letter to each Commissioner and
addressed the issue of a traffic signal or STOP signs at the Rancho Santa Fe
Road and Questhaven Road intersection.
Ms. Ankrom asked the Commission to study interim measures such as an
All- Way STOP intersection while waiting one or two years for the scheduled
traffic signal.
The Commission asked Bob Johnson if staff had already studied this
intersection? Bob stated, if requested by the Commission staff would study
an interim solution, including an All-Way STOP situation. He added that
the intersection is second on the City's traffic signal priority list but is
currently an unfunded intersection. Bob also noted that from an earlier
discussion with the City Engineer that the signal would be included in the
1992-93 Capital Improvement Program if the new RSF road is not under
construction next year. Bob mentioned that a number of signing and striping
features have been added to this section of roadway to try to improve the
situation.
Chairman Fuller asked Sgt. Metcalf if the police monitor this area?
Sgt. Metcalf answered affirmative, that Rancho Santa Fe Road was in the top
ten for Police Traffic Patrol. Bob Johnson advised the Commission that staff
could return in August with a report and recommendations.
The Commission agreed and directed staff to do so.

OLD BUSINESS:
Bob Johnson reported that the Pontiac Drive issue was appealed to City
Council and will be heard June 11, 1991.
NEW BUSINESS:
Clyde Wickham gave the staff report to recommend establishing a 35 MPH
prima facie speed limit on Car Country Drive.
Commissioner Stachoviak asked if the Traffic Safety Coordinating Committee
considered a 40 MPH prima facie speed limit.
Bob Johnson answered no because of the adjacent street Paseo Del Norte
having a 35 MPH prima facie speed limit and the roadway features and
critical speed on Car Country Drive.
The Traffic Safety Commission approved the recommendation of the Traffic
Safety Coordinating Committee to establish a prima facie speed limit of 35
miles per hour on Car Country Drive.
REPORT FROM TRAFFIC SAFETY COMMISSIONERS:
Chairman Fuller asked about the new Traffic Safety Commission appointments.
Bob Johnson reported that new Commission appointments will be considered
at the Tuesday, June 4, 1991 City Council meeting. He added that the length
of term issue raised a lot of discussion and had a greater impact on other
Conlmissions which delayed the return of the issue to Council. He stated
Commissioner O’Day had resigned from the Traffic Safety Commission
because he had been appointed to the Sister City Committee.
REPORT FROM TRAFFIC ENGINEER:
Bob Johnson reported that the Sidewalk Inventory Program will be presented
at the Tuesday, June 4th meeting of the City Council.
Bob noted that there are no scheduled items for the July meeting, at this time, therefore the July meeting may be canceled. If canceled the next TSC
meeting would be August 5, 1991.

By proper motion, the Regular Meeting of June 3, 1991, was adjourned at 325 p.m.
