Meeting oE TRAFFIC SAFETY COMMISSION

CALL TO ORDER:
Chairman Stachoviak called the Meeting to order at 3:OO p.m.
ROLL CALL:
Present: Commissioners Stachoviak, Fuller, Blake, and Rifkin
Absent: Commissioner Melideo.
Staff Members Present: Bob Johnson, Traffic Engineer

APPROVAL OF MINUTES:
The minutes of the Regular Meeting held August 5, 1991 were approved as
presented.
ORAL COMMUNICATIONS:
There were no requests to address the Commission on a non-agenda item.
OLD BUSINESS:
Bob Johnson gave an update on the Rancho Santa Fe Road/Questhaven
Road request to establish an All-Way Stop or to install a traffic signal.
Linda Ankrom appealed the Traffic Safety Commission recommendation to
the City Council. The matter was scheduled to be heard September 10, 1991
at the regular City Council meeting, except, Ms. Ankrom has decided to
withdraw her appeal. The item will be brought back to the Traffic Safety
Commission as recommended in six months.
NEW BUSINESS:
A. Local Conflict of Interest Code - Information Item.
Lee Rautenkranz gave the staff report in absence of Ron Ball,
Assistant City Attorney. Ms. Rautenkranz indicated that the City
has been holding off as long as possible to require the Commissions
and various board groups to file Conflict of Interest forms. Lee
further stated that the City appreciated their fine efforts and
commends the Commission on the good work they do. She
anticipates the necessary City Council action to adopt the Ordinance
would occur in October and after approval by Council, the forms and
deadlines to file would be sent to each Commissioner. Ms.
Rautenkranz said the paperwork was pretty much self explanatory
and if anyone had any questions they could contact her office or the
Office of the City Attorney directly.
Mark Rifkin asked a question regarding location of a business in
Carlsbad doing work outside of the City. Lee said she wasn't sure on this specific issue and that Mark should ask the attorney's office after
he receives the required paperwork. Lee said they have a humorous
saying about the forms "when in doubt, fill it out."

John Fuller asked if City Council was going to adopt a revision to
the Conflict of Interest Code. Lee stated yes, and it would include
Commissions and affected Board members.
This item was an information item, and no action was necessary by
the Traffic Safety Commission at this time.
B. Carlsbad Police DeDartment Bicycle Patrol - Information item.
Sgt. Don Metcalf provided a verbal report about the bicycle patrol.
He said this was a public relations and a beach area patrol to
improve enforcement in the northwest portion of Carlsbad. The
boundaries of the bicycle patrol are bounded by Interstate Highway
5, Cannon Road and north City limits with the primary focus being
the beach areas and downtown Carlsbad. This program was brought
about by the Police Department using examples of similar programs
in Seattle and Los Angeles. Carlsbad has assigned three officers to
work this patrol from Memorial Day thru Labor Day. He indicated
that the bike patrol responds to calls but doesn’t generally write the
police report on the incident. The patrol has been extended for a few more weeks to include the upcoming Fiesta Barrio event this
weekend.
Sgt. Metcalf introduced Officers Jeff Chapman and Jim Jones who
discussed typical duties and the program’s effectiveness. They said
most suspects don’t recognize the bike patrol so their effectiveness is
improved. They discussed a recent burglary arrest in the Barrio who
waited for a patrol car to clear before continuing the crime. Officer
Jones also discussed the exposure they give to the Boys and Girls
Clubs on a regular basis. Overall they have been given excellent
feedback.
The Commission asked a few questions and recommendation for
additional areas to patrol. Officer Chapman said a few weeks before
Christmas it would be a good idea to focus on the Plaza Camino
Real Mall area.
This item was an information item and no action was necessary by
the Traffic Safety Commission.
C. Cannon Road - Request to establish a prima facie speed limit.
Clyde Wickham gave the staff report on this item, discussing the
roadway configuration, the traffic volumes and the results of the
engineering and traffic survey. He further explained that the
combination of mixed uses, multiple driveways, needed improvements
and the increase in pedestrian and bicycle traffic, support a lower
speed limit. Clyde said staff and the Traffic Safety Coordinating
Committee recommend that a 35 MPH prima facie speed limit be
established on Cannon Road from Carlsbad Boulevard to Car
Country Drive.
The Traffic Safety Commission approved the recommendation of the
Traffic Safety Coordinating Committee to establish a 35 MPH prima
facie speed limit on Cannon Road from Carlsbad Boulevard to Car
County Drive.

D. Commendation for John Fuller - Action item.
Bob Johnson introduced this item and provided a brief history of
why the Commission presents a Resolution of Commendation.
Chairman Stachoviak continued the discussion commending John Fuller for doing an outstanding job as past Chairman and for
providing excellent service as a Traffic Safety Commissioner.
The Traffic Safety Commission adopted the Resolution of
Commendation for past Chairman John Fuller.
REPORT FROM TRAFFIC SAFETY COMMISSIONERS:
Commissioner Blake asked about the College Boulevard/Cannon Road
extension thru Carlsbad to Oceanside. Bob Johnson discussed the recent
quadrant meetings and also the requirements of Growth Management Plans
in this area. He said City Council has directed staff to study this connection
and report back. He anticipates the timing for this report to be back to the
City Council in about two months. Commissioner Blake asked if the road
would be completed all the way to I-5? Bob said not at first. Commissioner Blake also asked if the overload on local streets such as Carlsbad Village
Drive between Victoria and Pontiac would be addressed. Bob answered
affirmative and that the road segment itself could handle the traffic increase
and additional capacity will be provided when necessary. He said that the
staff report will address these issues.
REPORT FROM TRAFFIC ENGINEER:
Bob Johnson reported that the Commission Thank-you dinner had been
postponed. He was not exactly sure when it would be arranged but indicated
that the Commissioners would be informed in advance of the date. He
recommended that the Commission contact Mrs Bonnie Dominguez, 434-
2830, extension 2830 for further information.
Bob also announced that the next Traffic Safety Commission meeting would
be October 7, 1991.
ADJOURNMENT:
By proper motion, the Meeting of September 9, 1991, was adjourned at 3%
p.m.
