MEETING OF: TRAFFIC SAFETY COMMISSION

CALL TO ORDER:
Chairman Blake the Meeting to order at 3:OO p.m.
ROLL CALL:
Present: Commissioners Blake, Fuller, Piel, Rifkin and Stachoviak.
Absent: None.
Staff Members Present: Bob Johnson, Traffic Engineer
Sgt. Don Metcalf, Police Department
APPROVAL OF MINUTES:
On motion by Commissioner Fuller, the Minutes of the Regular Meeting held July 6, 1992, were
approved as amended to change the word "least".

ORAL COMMUNICATIONS:
Mrs. Josie McCloud, 902 G Caminito Madrigal, representing residents in the Southwest Quadrant,
addressed the Commission regarding their concern about the safety of the residents in the Solithwest
Quadrant who must exit onto Paseo Del Norte from side streets. Since there will be construction
going on for-the next 18 months at the Paseo Del Norte/Palomar Airport Road areas, she felt the traffic
on Paseo Del Norte will be a hazard to those living in that area. She stated that people driving to the
Price Club will be driving on Paseo Del Norte, and those who need to exit onto that street will be at
their mercy.
Bob Johnson stated the traffic studies for the Price Club were discussed at length. The consensus is
that most of the traffic will be coming east or west on Palomar Airport Road, and the traffic on Paseo
Del Norte will not increase that greatly; at least not to the degradation of the safety measures. Staff
will be monitoring the traffic patterns, but it is not expected that the majority of the traffic will use
Paseo Del Norte. There will be two curb cuts on Palomar Airport Road for the Price Club, but no
entrance or exit onto Paseo Del Norte. There will be a construction trailer during the construction of
the Price Club, but that is only temporary.

A. Request to Establish a Street Sweepina Ordinance
Bob Johnson gave the staff report, stating this was a request from the Utilities and
Maintenance Department to facilitate the sweeping of the streets twice a month in Carlsbad.
When cars and other vehicles are parked at the curbs, the sweeping cannot be completed,
and creates a sanitary issue as well as being unsightly.
Mr. Johnson stated that there have been complaints to the City Manager and staff. Based on
those complaints, there have been two areas identified where problems exist; Bristol Cove and
west of 1-5 between Agua Hedionda Lagoon and Buena Vista Lagoon. The Utilities and
Maintenance Department contracts for this sweeping service, and they bear the brunt of the
complaints.
Mr. Johnson said that in response to the complaints, staff was asked to develop an ordinance.
Meetings have been held with the Clty Departments involved, and a Sweeping Ordinance has
been developed and included in the packet as Exhibit 1. This will deal with other parts of the
City on an "as needed' basis. The Police Department will issue tickets by following the
sweeper, or with a regular Patrol Officer. Without Police enforcement, the Ordinance will fail.
The cost to install the signs is about $13,000, and City staff and the Traffic Safety
Coordinating Committee recommend moving forward with this Ordinance.
In response to Commission query regarding possibly preceding the sweeper, Mr. Johnson
stated staff felt that following the sweeper would be more effective.
Mr. Johnson stated that alternate sides of the streets are swept, so that people are able to
park on one side or the other at all times. The signs will be permanent signs, and the only
time that temporary signs would be used is when a situation arises in another part of the City
on a temporary basis.
ACTION: On motion by Commissioner Rifkin, the Traffic Safety Commission approved
the Traffic Safety Coordinating Committee recommendation to establish a
Street Sweeping Ordinance for the City of Carlsbad.

Sgt. Metcalf had another meeting to attend, and Bob Johnson asked whether any
Commissioners had any questions for him at this time.
Commissioner Stachoviak inquired about parking behind the 'NO PARKING' signs on Camino
Vida Roble, since there are no sidewalks. Sgt. Metcalf replied that there is no room to do that,
as the ground slopes down too severely.
Sgt. Metcalf left the Meeting at 3:29 p.m.

B. Camino Vida Roble - Request to Establish a NO PARKING ZONE Between Palomar Airport
Road and Palomar Oaks Way
Bob Johnson gave the staff report, stating that this Commission had recommended NO
PARKING on both sides of the street on Camino Vida Roble between Palomar Airport Road
and El Camino Real. That has worked very well and has eliminated the problem. The section
north of Palomar Airport Road is part of the same CC&R's, and parking is prohibited by those
rules. However, vehicles are starting to park on the street in that area. Mr. Johnson stated
that before the problem becomes serious, or a serious accident occurs, staff has
recommended NO PARKING on both sides of Camino Vida Roble from Palomar Airport Road
to Palomar Oaks Way, except on the east side of Camino Vida Roble from Palomar Airport
Road to 100 feet south of Owens Avenue. People do park in that area to take photographs or
to visit the water feature, and that is why that area has been excluded.
In response to Commission query regarding whether there is sufficient parking available in the
parking lots in that area, Mr. Johnson stated that some businesses do change the type of use
and intensify activities in the buildings unbeknownst to the City, and without permission to do
so. Also, some companies have a lot of meetings and visitors, which also can create a
parking problem. He stated that notification will be given to everyone and notes put on the
vehicles parked on the street, before any signs are installed. Usually, this takes care of the
parking problem. If parking in the excluded area becomes a problem, this Ordinance will give
staff the ability to deal with that.
Commissioner Stachoviak recommended a two-hour parking restriction in the area on the east
side of Camino Vida Roble from Palomar Airport Road to 100 feet south of Owens Avenue.
Mr. Johnson stated that if that becomes a problem, the Ordinance could be amended.
The matter of sidewalks in the area was discussed, and Mr. Johnson stated that the City will
have to install those sidewalks. At the time this complex was built, there was no need seen for
sidewalks; but now that situation has changed with people jogging and walking during lunch
hours. In new developments, provisions are made for the developers to make those
improvements, but in the older areas, the Clty must pay for them.
ACTION: On motion by Commissioner Rifkin, the Traffic Safety Commission approved
the recommendation of the Traffic Safety Coordinating Committee to establish
a NO PARKING ZONE on both sides of Camino Vida Roble from Palomar
Airport Road to Palomar Oaks Way, except the section on the east side of
Camino Vida Roble from Palomar Airport Road to 100 feet south of Owens
Avenue.

C. Resolution of Commendation for James Stachoviak - Action Item
ACTION: On motion by Commissioner Rifkin, the Traffic Safety Commission approved
the Resolution of Commendation for James Stachoviak for his service as
Chairman of the Commission for the year 1991.
AYES: Blake, Fuller, Pie1 and Rifkin
ABSTAIN: Stachoviak
REPORT FROM TRAFFIC SAFETY COMMISSIONERS:
Commissioner Fuller inquired about Rancho Santa Fe Road, and Mr. Johnson stated that the
assessment district is being work on, and the intersection at Questhaven Road is still pending word
from San Marcos.
REPORT FROM TRAFFIC ENGINEER:
Bob Johnson stated that last month in discussing the traffic signals on La Costa, he meant to say
Cadencia and La Costa.
Mr. Johnson stated that the September Meeting will be held on the 14th, due to the Labor Day
Holiday.
ADJOURNMENT:
