MEETING OF: TRAFFIC SAFETY COMMISSION
DATE OF MEETING: November 2,1992
TIME OF MEETING: 3:OO p.m. PLACE OF MEETING: City Council Chambers
CALL TO ORDER:
Chairman Blake called the Meeting to order at 3:02 p.m.
ROLL CALL:
Present: Commissioners Blake, Fuller and Piel.
Absent: Commissioner Stachoviak.
Chairman Blake announced that Mr. Rifkin has resigned from the Commission, and a new
Commissioner has not been appointed.
Staff Members Present: Bob Johnson, Traffic Engineer
Sgt. Don Metcalf, Police Department
APPROVAL OF MINUTES:
On motion by Commissioner Fuller, the Minutes of the Regular Meeting held October 5, 1992,
were approved as presented.
AYES: Blake, Fuller and Piel
ORAL COMMUNICATIONS:
None.
PREVIOUS BUSINESS:
Bob Johnson reported that he has spoken with Thelma Hayes, who addressed the Commission at the
October meeting stating her concerns with the striping at Roosevelt and Madison Streets and a policy
for T intersection pedestrian crossings. Her concerns are being addressed and staff will be reporting
back to the Commission.

NEW BUSINESS:
A. Park Drive - request to establish prima facie speed limit between Hillside Drive and Marina
Drive.
Bob Johnson gave the staff report, using a transparency to show the area and stating the
same exhibit is contained in the packet. This item was initiated by Sgt. Metcalf of the Police
Department, with a request to conduct an Engineering and Traffic Survey to establish a prima
facie speed limit, and determine whether or not the 25 mile per hour speed limit there is
justified.
Mr. Johnson reported that at the present time there are two speed zones on Park Drive, with a
25 mile per hour speed zone between Westhaven Drive and Marina Drive. The other area is a
35 mile per hour zone.
Mr. Johnson stated that the Traffic Safety Coordinating Committee recommended establishing
a 35 mile per hour prima facie speed limit on Park Drive from Hillside Drive to its intersection
with Marina Drive, and leaving the other speed zones there as currently posted.
ACTION: On motion by Commissioner Fuller, the Traffic Safety Commission approved
the recommendation of the Traffic Safety Coordinating Committee to establish
a 35 mile per hour prima facie speed limit on Park Drive from Hillside Drive to
its intersection with Marina Drive; leaving the other speed zones there as
currently posted.
AYES: Blake, Fuller and Piel
B. Elect New Traffic Safetv Commission Vice-chairman
Bob Johnson reported that due to the resignation of Commissioner Rifkin, the Commission is
without a Vice-chairman. He asked the Commission to consider whether or not this vacancy
should be filled.
Commissioner Fuller requested that he not be considered for office, as he will not be on the
Commission next year.
ACTION: On motion by Chairman Blake, the Traffic Safety Commission elected
Commissioner Piel as Vice-chairman for the coming year.
AYES: Blake, Fuller and Piel
C. Resolution of Commendation for Mark J. Rifkin
Bob Johnson stated that he had placed this item on the Agenda for, consideration by the
Commission to honor former Commissioner Rifkin for his service.
ACTION: On motion by Commissioner Fuller, the Traffic Safety Commission approved
issuing a Resolution of Commendation for former Commissioner Mark Rifkin.

REPORT FROM TRAFFIC SAFETY COMMISSIONERS:
Chairman Blake inquired about the cul-de-sac street off of Pontiac and Tamarack-the 4500 block of
Chancery. He stated all the curbs are painted red and he asked whether this had been done by the
City or without Clty sanction.
Bob Johnson stated that some of the streets in that area are private, and can be painted red if the
homeowners association so desires. He stated that staff would check on whether or not this is a.
private street.
REPORT FROM TRAFFIC ENGINEER:
Bob Johnson stated he had no additional report.
ADJOURNMENT:
By proper motion, the Regular Meeting of November 2, 1992, was adjourned at 3:16 p.m.
