MEETING OF: TRAFFIC SAFElY COMMISSION

CALL TO ORDER:
Chairman Green called the Meeting to order at 3:OO p.m.
ROLL CALL:
Present: Commissioners Green, Anear, Blake and Courtney.
Absent: Commissioner Stachoviak.
Staff Members Present: Bob Johnson, Traffic Engineer
Sgt. Don Metcalf, Police Department
APPROVAL OF MINUTES:
By consensus, the Traffic Safety Commission approved the Minutes of the Regular Meeting held
September 13, 1993, as presented.
ORAL COMMUNICATIONS:
John Jones, 3044 State Street, stated that City employees park all day in front of the businesses on the
south end of Oak Street and State Street from the railroad to Tyler Street. State Street is marked for two-
hour parking, but it is not enforced. Mr. Jones requested that all two-hour parking be enforced and that
this item be placed on a future agenda of the Traffic Safety Commission.
PREVIOUS BUSINESS:
Bob Johnson requested direction from the Commission on Mr. Jones' request. The Commission directed
staff to place an item on a future agenda regarding the all-day parking at the south end of Oak and State
Streets.
Sgt. Metcalf commented that the tickets that are written in that area are for the business people
themselves, who are the ones parking there all day.
Commissioner Courtney stated he would like staff to look at the entire street and zoning in that area.
Mr. Johnson reported that the ordinance prohibiting the parking of unattached trailers on City streets will
be introduced at City Council tomorrow, October 5, 1993.

NEW BUSINESS:
A. Paseo Del Norte, Poinsettia Lane to Sea Cliff Entrance/Exit Gate - Request for parking restrictions-
George Eisner, 7305 Linden Terrace, stated that this small section of Paseo Del Norte from the
gate to Poinsettia is the only access to Sea Cliff. The road is narrow and it is used as a park and
ride parking lot. Mr. Eisner said that a van picks up the people who park there and takes them
up to Orange County. He would like some kind of a restriction to prevent parking there from 500
a.m. to 6:OO p.m., five days a week. Mr. Eisner stated that this is unsightly and is a hazard.
Ramona Reasons, 7402 Lantana Terrace, President of Sea Cliff Homeowners Association, stated
that the association has taken a position and has written a letter to staff opposing the park and
ride parking outside of the gate to Sea Cliff. She stated that if safety issues are the only thing that
this Commission considers, then this item should not be before this group. However, she felt that
the Commission includes a broader scope than the name implies.
Ms. Reasons stated that there is a park and ride lot nearby, and also the Poinsettia Shopping
Center could be used for all day parking. For some reason, the commuters that are picked up
by the van prefer to use this area by the gate to Sea Cliff. This gate is the only way in and only
way out for the people living in Sea Cliff.
Bob Johnson gave the staff report at this time, stating that the matter had been before the
Commission in December, 1992, and has been discussed for three or four years. He stated that
this is a typical public street and parking is allowed as long as there is no safety issue or a
hazard. Mr. Johnson stated that if a vehicle is street legal and not violating any ordinance or law,
staff does not recommend a parking restriction. This is a 40 foot wide street, and any such street
in the City can accommodate cars parked on both sides. In this particular area, if restrictions
were placed on this area, it would only push the problem farther north.
Mr. Johnson stated that this item will go forward to City Council, since Mayor Lewis initiated the
item.
ACTION: On motion by Commissioner Blake, the Traffic Safety Commission adopted the
recommendation of the Traffic Safety Coordinating Committee to deny the request
for parking restrictions on Paseo Del Norte between Poinsettia Lane and the Sea
Cliff gate.

B. Traffic Safetv Commission Resolution of Commendation for Thomas Blake.
ACTION: On motion by Commissioner Anear, the Traffic Safety Commission approved the
Resolution of Commendation for Thomas Blake.

NEW BUSINESS: (Continued)
Bob Johnson stated that he had informed the City Manager of the request to present the
Proclamation to Mr. Fuller at a Council Meeting, since he was leaving the Commission after
serving eight years, and that type of presentation is being considered. However, he said that he
did not believe Council would present Resolutions for chairing a Commission or Board. This
would become too cumbersome with all the City Commissions and Boards. Mr. Johnson added
that Mr. Fuller had requested that his Resolution be delivered to his home and that was done.
REPORT FROM TRAFFIC SAFEly COMMISSIONERS:
Chairman Green requested an update on the Palomar Airport Road overpass and the Palomar Airport
Road/El Camino Real road improvements.
REPORT FROM TRAFFIC ENGINEER:
Bob Johnson reported that the Palomar Airport Road 1-5 overpass is progressing very well, and is
scheduled tentatively for dedication November 5, 1993.
Mr. Johnson said the Palomar Airport Road/El Camino Real project has about one more year of
construction. There will be work done on both sides of El Camino Real. The dual left turns on Faraday
will be eliminated, with a single left turn from El Camino to Faraday. 'This will impact traffic, and Mr.
Johnson said that people should use an alternate route.
In reply to query regarding the walk signal on Carlsbad Boulevard at Pine, Mr. Johnson explained that the
walk signal tells pedestrians to start walking. Then, in seven seconds, a flashing hand appears, and that
means to keep walking, but do not step off of the curbing at that time.
Commissioner Anear requested staff to check on the possibility of putting a chain or something across
El Camino Real at the Bank of America by Vons.
Mr. Johnson stated that signs have been installed on El Camino between the Plaza and Marron, telling
pedestrians to use the crosswalks, but people insist on walking around any restraint.
Chairman Green asked about traffic signal devices that chirp for blind pedestrians, and about the expense
of including those in future improvements.
Mr. Johnson said that staff is investigating the possibility of that type of installation in two locations along
El Camino Real, on a case-by-case basis.
Commissioner Anear inquired about a temporary sidewalk on the east side of Hillside approaching the
intersection of Highland.
Mr. Johnson stated the Water District is not going to fund that and the Engineering Department would
have to fund that out of sidewalk funds. A change order has been issued and the contractor will do that.
