CALL TO ORDER
Chairman Green called the Meeting to order at 3:OO p.m.
ROLL CALL
Present: Commissioners Green, Anear, Blake and Stachoviak.
Absent: Commissioner Courtney.
Staff Members Present: Bob Johnson, Traffic Engineer
Jim Murray, Associate Engineer
APPROVAL OF MINUTES:
On motion by Commissioner Anear, the Traffic Safety Commission approved the Minutes of the
Regular Meeting held October 4, 1993, as presented.
AYES: Green, Anear and Blake
ABSTAIN: Stachoviak
ORAL COMMUNICATIONS:
Bailey Noble, 6470 Los Robles, representing the Community of Terramar, referred to two photographs
given to the Commissioners showing the traffic signal at Cerezo and Carlsbad Boulevard. The green light
on Carlsbad Boulevard is a 'left turn yield' and Mr. Noble requested a sign indicating that be placed at
the signal. He said that cars traveling on Carlsbad Boulevard southbound assume it is a protected left
turn, and this creates a dangerous area for making a left turn.
Staff was directed to place this item on a future agenda.
PREVIOUS BUSINESS:
Bob Johnson stated he had no items to report.
Chairman Green presented a Resolution of Commendation to Commissioner Blake for his work as
Chairman of the Traffic Safety Commission for the past year.

NEW BUSINESS:
A. Oak Avenue, Railroad ParkinQ Lot to Roosevelt Street - Request to establish a TWO-HOUR
PARKING zone.
Bob Johnson gave the staff report, using a transparency to show the area to be affected by the
TWO-HOUR PARKING zone. This item was initiated by John Jones at the October meeting of the
Traffic Safety Commission. He asked for the no parking to be from Tyler Street to the Railroad
lot, and Commissioner Courtney asked that this be expanded to be from Roosevelt to the railroad
lot.
Mr. Johnson stated that staff analyzed the request, and agreed that the area from Tyler to the
railroad parking lot was too short a segment, and that it would be more appropriate to expand
the area to Roosevelt Street.
Mr. Johnson stated that a two-hour parking limit would increase the turnover in parking in that
area. However, to be effective, it does require constant enforcement. There is only one parking
enforcement officer in Carlsbad, and she covers the entire City.
The Traffic Safety Coordinating Committee recommended the following:
1. A TWO-HOUR PARKING limit be established on both sides of Oak Avenue from the
railroad parking lot to Roosevelt Street between the hours of 7:OO a.m. and 6:OO p.m.,
except for Sundays and holidays;
2. That 50 feet of green curb in front of the Utilities and Maintenance be removed to provide
additional TWO-HOUR parking. Other red and green curb would remain;
3. That the two dumpsters on the south side of Oak Avenue at the railroad parking lot be
removed from the public street. (Parks and Recreation will be asked to remove them.)
In response to Commission query regarding whether the public can park along the railroad tracks,
Mr. Johnson stated that all the parking lots are available to the public. He said the Utilities and
Maintenance people do need to have a loading zone, but not as long a space as previously
needed.
John Jones, 3044 State Street, representing the business people on Oak and State Streets,
requested Commission approval of the Traffic Safety Committee recommendations.
Mr. Johnson explained that the dumpsters had been placed there for convenience in collecting
trash after the yard was closed. There should be no problem in getting them moved.
Commissioner Anear requested that the Village Merchants Association be notified of this TWO-
HOUR PARKING zone, and Mr. Johnson stated they would be so notified.
ACTION: On motion by Commissioner Blake, the Traffic Safety Commission adopted the
recommendation of the Traffic Safety Coordinating Committee.

NEW BUSINESS: (Continued)
B. Cwide - Review locations of signs to be installed advising motorists of the prohibition of parking
unattached trailers or semi-trailers on public streets or public places.
Jim Murray gave the staff report, using slides to show the locations of the signs to be placed with
the new ordinance for unattached trailers or semi-trailers. There are 22 locations throughout the
City where these signs will be placed, and Mr. Murray said that staff felt this should be sufficient
to warn anyone entering the City about parking unattached trailers or semi-trailers.
In response to Commission query, Mr. Johnson reiterated that a trailer must be attached to either
a car or a tractor to be legally parked on the street.
Chairman Green commented about the area on southbound El Camino Real and Haymar Drive,
stating that moving vans are parked there and left there to advertise the company, since this can
be seen from the freeway.
Mr. Johnson stated that this new ordinance has nothing to do with the parking of trucks: they can
park up to 72 hours in one spot.
Mr. Murray explained that the signs will be 24 inches wide and 30 inches tall, and will all be
located to be visible at night. The lettering will be two inches high and the signs will be of
reflective material. They will all be placed in the public right-of-way, and not on any private
property.
ACTION: On motion by Commissioner Stachoviak, the Traffic Safety Commission adopted
the Traffic Safety Coordinating Committee recommendation that the signs be
installed as indicated on Exhibit #1, showing 22 proposed sign locations.

OTHER BUSINESS:
Commissioner Stachoviak stated that the bushes at Cypress and Carlsbad Boulevard need to be trimmed
to allow sight distance for vehicles northbound marking a left turn at Cypress.
Mr. Johnson stated he will notify staff and issue work orders.
Chairman Green inquired about the Tamarack west of 1-5 improvements and the removal of the utility
poles.
Mr. Johnson stated that the City is waiting for Pacific Bell to remove the wires from the poles and this
does take more time than the City would like. It appears they will be removed by December 15.

In reply to Commission query regarding the dedication of the I-5/Palomar Airport Road overpass, Mr.
Johnson said the dedication is tentatively scheduled for Wednesday, November 17, at 12 noon, and he
will have the Commissioners’ names added to the guest list.
