CALL TO ORDER:
Chairperson Blake called the Meeting to order at 3:04 p.m.
ROLL CALL:

APPROVAL OF MINUTES:
On motion by Commissioner Allen, the Commission approved the minutes of the Regular Meeting of November 3,1997,
as presented. There was no meeting held in December, 1997.

ORAL COMMUNICATIONS:
Thelma Hayes, 580 Laguna Drive, Carlsbad, read a statement regarding; 1) the Commemoration of the 10th Anniversary
of the Council’s adoption of the Pedestrian Action Plan; and, 2) A pedestrian accident report, a copy of which is on file in
the Engineering Department.
Regarding the Pedestrian Action Plan, Mrs. Hayes suggested several items that should be addressed at the March 2,1998
meeting of the Traffic Safety Commission.
Regarding the Pedestrian Accident Report, Mrs. Hayes informed the Commission that she was involved in the accident in
question and requested that the subject of pedestrian improvements in the Buena Vista Lagoon and State Street area be
addressed as quickly as possible.
PREVIOUS BUSINESS:
Tr&c Engineer, Bob Johnson, reported that all previous ordinances, recommended by this Commission, have since been
adopted by the City Council.
NEW BUSINESS:
6A. Batiauitos DrivdAviara DrivdGolf Course Entrance Intersection - A request to establish an ALL-
WAY STOP and to stripe crosswalks.

Traftic Engineer, Bob Johnson presented background information as follows: This item was initiated as a follow-up to the
June 2,1997 meeting. At that meeting Lany Clemens did request an ALLWAY STOP and painted crosswalks be installed
at the intersection of Batiquitos and Aviara Drive. Because the warrants were not met at that time, the Commission
recommended against installing the requested sign and crosswalk. Mr. Clemens, mentioned that the Four Seasons Hotel
opening would create a significant change in pedestrian and vehicular activity, and requested that an additional study be
conducted and a follow-up be presented to the Commission. Pedestrian counts obtained for different days and time of day
are indicated on Exhibit “B and in the comparison of man volumes fiom May 1997, before the hotel opened, to after
the hotel opened, it is readily apparent that the volumes have not changed and, in fact, have decreased in most instances.
As shown on Table “A”, there was a total increase in intersection approach volumes of about 17%, with the minor street
volumes decreasing and the major street entering volumes increasing the net increase to 469 vehicles. Exhibit “A” clearly
shows the net increase or decrease for each hour of the day, when comparing the traffic count results of May 1997 with
the counts of November 1997. Exhibit “B is a comparison of the May 1997 pedestrian volume versus the September,
October, and November 1997 pedestrian volumes, the results of which show an overall increase of 1 1. It is felt that the
reason for the low increase in pedestrian volume is that the hotel provides a shuttle fiom ‘the hotel to the golf course for its
guests, and therefore fewer people than expected are wallcing from the hotel to the golf course. The Multiway Stop Warrant
Analysis clearly indicates that a MULTI-WAY STOP sign or traffic signal is not warranted at this time. With the analysis
completed, it was the rmmrnendation of the Traffic Safety Coordinating Committee that; 1) An ALL-WAY STOP not be
established at the subject intersection; 2) Painted crosswalks not be striped on Batiquitos Drive; and, 3) The golf course
officials install a standard STOP sign at the exit driveway to replace the non-standard STOP sign.
Commissioner Allen pointed out that there is a gate at or near Black Swan Place on Aviara Drive, operable by residents
only, that would prevent through traftic fiom Aviara Parkway to Batiquitos Drive which, in and of itselE, is a traffk control.
He also pointed out that the high number recorded at the entrance to the golf course on May 6, 1997, quite possibly is
indicative of a special function in progress on that day and may not truly reflect a normal day’s activities.
For clarification of the staff report reference to a portion of Batiquitos Drive under construction between Whimbrel Court
and a point several hundred feet south of Poppy Lane, Commissioner Gillfillan asked where Whimbrel Court and Poppy
Lane are located since they do not appear on the map.
Mr. Johnson replied that he did not have an “overhead” that shows those two streets but explained that the construction is
now complete and Batiquitos Drive now provides a continuous circulation pattern fiom Poinsettia Lane on the west to
Aviara Parkway on the east.
ACTION: On motion by Commissioner Gillfillan, and duly seconded, the Traffic Safety
Commission confirmed the recommendation of the Traffic Safety Coordinating
Committee, to: 1) NOT establish an ALL-WAY STOP at the subject intersection; 2)
NOT stripe the painted crosswalks on Batiquitos Drive; and 3) Require the golf course
offkials to install a STANDARD “stop” sign at the exit driveway to replace the non-
standard STOP sign.

6B. Paseo Candalero, Alicante Road to Alga Road - Request to establish a prima facie speed limit.
Traftic Engineer Bob Johnson began the staff report and described the project as follows: This is an item initiated by the
Alga Hills Hommwners Association through a letter to the Traffic Engineer, a copy of which is on file in the Engineering
Department and is included in the Commissioners’ packets for this item. The letter indicated that there is speedmg on Paseo
Candalero and they requested that speed limit signs be installed. Since it does function as a collector street and in order
to post the appropriate speed limit sign, an Engineering and Traffic Survey was done and the results presented here today.
Paseo Candalero intersects in a “T” codlguration with Alicante Road on the west and Alga Road on the north. Paseo
Candalero is about ‘/z mile in length, has four side streets intersecting, and the critical speed is 32 mph. Traffic volumes

are low and there are no controls currently established at the intersections along the street except for stop signs where Paseo
Candalero intersects with Alicante and Alga Roads. The grades vary between 2% and lo%%. The street follows a
curvilinear alignment and has been built to city standards with curbs, gutters, sidewalks, street lights, center-line striping
but no bicycle lane striping. Since this is a 40' wide street, parking is permitted. In reviewing the Engineering and Traffic
Survey, the recommendation of the Traffic Safety Coordinating Committee is that a 30 mile per hour speed limit be
established.
Commissioner Allen stated that he can support the recommendation for a 30 mile per hour speed limit.
Commissioner Gillfillan asked if this Paseo Candalero, as well as the intersecting streets, are definitely public roadways
as opposed to private. Sgt. Byler stated that he believes the roads are public streets.
ACTION: On motion by Commissioner Allen, and duly seconded, the Traffic Safety Commission
cmbned the reunnmendation of the Tdllc Safii Coordinating Committee to establish
a 30 mile per hour prima facie speed limit upon Paseo Candalero based upon the results
of the Engineering and Traffic Survey.

6C. Review and amrove TSC rules and Drocedures, TSC Resolution 98-1.
Mr. Johnson explained that this resolution is one that is reviewed and approved each year by the Traffic Safety Commission.
Discussion and any subsequent revisions, improvements, clarifications, etc., are encouraged. If there are no changes,
comments, or other actions requested, staff recommends that the Commission adopt TSC Resolution 98-1 as presented.
Commissioner Gillfillan asked if there have been any changes made or requested since January, 1997, and Mr. Johnson
replied that there have been no changes made nor have any been requested.
ACTION: On motion by Commissioner Allen, and duly seconded, the Traffic Safety Commission
adopted Tdllc Safety coordinating Resolution No. 98- 1 subject to changes or revisions
by the TraMic Safety Commission.

REPORT FROM TRAFFIC ENGINEER
Mr. Johnson announced that the next regular meeting of the Traffk Safety Commission will be held on Monday, February
2 , 1998 at 3:OO p.m. in the City Council Chambers and will include an item regarding some traffic signals along La Costa
Avenue and also a discussion regarding the Bi-annual Traffk Signal Evaluation Policy.
