Chsirperson Jim Courtney catted the Meeting to order at 3:02 p.m.
Chairperson Courtney expressed deep heartfeft sympathy as he mentioned the recent passing of Traffic Safety Commissioner Haward ti eflner.

Commissioner Schall, to approve the minutes of the regular meeting of December 2,2002 as presented.

No Traffic Safety Commission meeting was hehl In the months of January and February 2003, therefore no
minutes were apprwed.

ITEM 4 - ORAL COMMUNICATIONS:
None
tTEM 6 - PREWOUS BUSINESS:
Robert Johnson, Deputy City Engineer, Transportation stated that based upon the recommendation of this Commission, at the regular meeting on Decembet 2,2002, to establi a 35 mite per hour prima facie speed
limit upon Cassia Road from Poinsettia Lane to El Camino Real; the item was reviewed and approved by the City Council and the ordinance establishing the prima facie speed limit was adopted. He noted that the 35 mile per hour speed limit signs have been installed on Cassia Road.
NEW BUSINESS:
ITEM 6A Revise the Carkbad Mlunkipat Code regarding crosswalks.
Robert Johnson, Deputy City Engineer, Transportation Division, stated that there is additional sttsff mlew and discussion of this Hem that needs to take place. Therefore, staff has been requested to ask the
Commission to continue this item to a future date. Staff would like to reconsider this item and bring it back to the Traffic Safety Commission at a date to be determined later after all issues are resolved.
In summary, Mr. Johnson requested that the Commission make a motion to continue this item to a date uncertain.
As there were no questions of staff, Chairperson Jlm Courtney called for a motion.
MOTION:
ACTION: Motion by Commissioner Metz, and duty seconded by Commission Schall, to continue agenda item 6A -to a date that will be determined in the future.

Mr. Johnson noted that he received a voice-mail this afternoon from Mrs. Thelma Hayes indicating that she would not be at the meeting today, but wanted to remind the Commission that this Is the 15th Annhrersary of the Pedestrian Action Plan that was adopted by the City Coundl on March 1, 1988. ME. Hayes sends her apologies for not being able to attend the Traffic Safety Commission meeting today.
Mr. Johnson stated that due to the unfortunate death of Commissioner Howard Hefther a vacancy exists on the Commission. He noted that Mayor Lewis and the City Council would follow the normal process to find and appoint a replacement Commissioner in the near future.
In summary, Mr. Johnson mentioned that the next regular meeting of the Traffic Safety Commission would
take place on Monday, April 7,2003.

By proper motion, Chairperson Courtney adjourned the Regular Meeting of March 3,2003 at 3:15 p.m. in honor of Commissioner Howard Heffner.
