ITEM GA: Edinburgh Drive at Glasgow Drive -Request All-Way Stop Control
Mr. Kim presented the staff report presenting the ALL-WAY STOP request, which highlighted the
design of the streets, the current traffic control at the intersection, the requirements found in the
California Manual on Uniform Traffic Control Devices (MUTCD), traffic and collision counts, and
sight distance evaluation. Mr. Kim also spoke about the City Council, TSCC and Developer's support
for the ALL-WAY STOP control.
Commissioner Wrisley asked what day of the week the traffic data was collected and if traffic
counts were conducted during special events. Mr. Kim responded that traffic counts are normally
conducted on a typical weekday, usually Tuesday, Wednesday or Thursday.
Mr. Jones elaborated on City Council's request for the item to be approved by the TSC and that the
developer (Shappell Homes) will install the STOP signs at no cost to the City.
Resident Jill Agosti showed two photographs of the subject intersection and spoke about non-
reported accidents, limited sight distances, speeding issues and blind corners.
Resident Brian Erisman spoke about pedestrian safety concerns and requested that marked
crosswalks also be added to the intersection.
Mr. Jones clarified that staff's evaluation of sight distance is conducted at the intersection where
driving decisions to turn would be made by a driver and not further back as indicated by Ms.
Agosti's photographs. He also stated that marked crosswalks could be considered as part of the
ALL-WAY STOP installation.

REPORT FROM TRAFFIC ENGINEER
Mr. Jones reported the following items:

• New L.E.D. NO RIGHT TURN signs have been installed at Carlsbad Boulevard and
Carlsbad Village Drive to enhance the pedestrian scramble crosswalk. These signs will
replace the NO RIGHT TURN ON RED signs, and will help traffic flow by allow right turns
on red when the pedestrian phase is not active. The new signs are only illuminated
during the pedestrian phase.
• The slurry seal project on State St. has allowed staff to create an additional 11 new
parking spaces.
• Slurry seal project has also allowed bike lanes to be widened and enhanced.
• The residential STOP signs associated with the three traffic calming projects on Levante
Street, Esfera Street and Magnolia Avenue are being installed.
Commissioner Muir asked if there was enough space for vehicle lanes and bicycle lanes on
Carlsbad Village Dr. Mr. Jones reported that there is but the vehicle lanes will be slightly
narrower causing drivers to slow down which will increase safety for pedestrians and bicyclists.
Commission Muir also asked the protocol for bicyclists during the Scramble. Mr. Jones replied
that bicycles are considered the same as vehicles and cannot enter the intersection during the
Scramble unless they are being walked.
