ITEM GA: Revise Prima Facle Speed Limit on the Following Roadways:
• Avenida Encinas -Palomar Airport Road to 0.67 miles south of Palomar
Airport Road -from 45 mph to 40 mph;
• Camino de las Ondas -Paseo del Norte to Aviara Parkway-from 40 mph to
35 mph;
• Hidden Valley Road -Palomar Airport Road to Camino de las Ondas -from
40 mph to 35 mph;
• Loker Avenue West -Palomar Airport Road to El Fuerte Street -from 40
mph to 35 mph; and
• Loker Avenue East-El Fuerte Street to Palomar Airport Road-from 40 mph
to 35 mph.
Mr. Kim presented the staff report to reduce the prima facie speed limits on the aforementioned
streets based on recent changes to the California Manual on Uniform Traffic Control Devices.
ACTION: Motion by Commissioner Hunter, and duly seconded by Commissioner Muir,
to approve the revision of prima facie speed limits.

ITEM7: REPORT FROM TRAFFIC SAFETY COMMISSIONERS

ITEMS: REPORT FROM TRAFFIC ENGINEER
Mr. Kim informed the commissioners of the recent neighborhood meeting that was held on
September 25, 2013 at Calavera Hills Community Park. The meeting was to present and discuss
implementation of Phase II of the Carlsbad Residential Traffic Management Program (CRTMP) on
Chestnut Avenue, Pontiac Avenue and Victoria Avenue. The meeting was well attended with over
30 residents coming out to voice their concerns and comment on the proposed Phase II plan.
Based on input from the residents, a preferred Phase II plan was identified for all three streets. The
next step in the process is to gauge community support for the plans by sending out a resident

survey. Based on the requirements in the CRTMP, Phase II cannot proceed unless there is a 50%
return on the mailed surveys and there is majority (at least 67%) support for the plan.
