ORAL COMMUNICATIONS:
Judy Frankel, Bike Walk San Diego, addressed the commissioners about the collaboration between
her organization and Carlsbad. She noted Bryan Jones' role as a bicycle advocate and would like
that positive relationship to continue with more interaction between Bike Walk San Diego and the
City of Carlsbad.

ITEM6A: Revise the Prima Facie Speed Limit on Alicante Road from Poinsettia Lane to
Gateway Road
Mr. Kim presented the staff report to revise the prima facie speed limit on Alicante Road from
Poinsettia Lane to Gateway Road. The subject segment of Alicante Road is currently posted at 40
miles per hour. Alga Norte Park was opened to the public at the beginning of the year and is
located on the northwest corner of Alicante Road and Poinsettia Lane. As part of the roadway
improvements for the new park, bike lanes were painted on Alicante Road in both directions from
Town Garden Road to Poinsettia Lane. Additionally, ALL-WAY-STOP control was installed at the
two park driveways on Alicante Road. The lane narrowing resulting from the installation of bike
lanes and the installation of ALL-WAY-STOP control at two locations on Alicante Road were
intended to change the character of the roadway and decrease vehicle speeds.
Staff conducted a speed study on January 21, 2014 to determine the 85th percentile speed of
vehicles and found the critical speed to be 33 mph. Based the 2012 CA Manual on Uniform Traffic
Control Devices (MUTCD) that allows local jurisdictions to round down to within 5 miles per hour of
the 85th percentile speed, the Traffic Safety Coordinating Committee recommended that the speed
limited on this portion of Alicante Road be reduced from 40 miles per hour to 30 miles per hour.
Commissioner Fox asked if STOP control on Alicante Road at Pyrite Avenue would be needed based
on the increased traffic generated by the new park. Mr. Kim replied that if complaints or requests
are received from the residents, a traffic study could be conducted to see if STOP control at Pyrite
Avenue would be appropriate. Based on current traffic conditions, STOP control is not necessary at
this time.
Commission Fox noted that trees have been planted along the east side of Alicante Road near
Pyrite Avenue. Due to the immaturity of the trees, it is very difficult to utilize the bike lanes. Mr.
Kim replied that the Parks Department would be contacted in order to resolve the issue.

ITEM 6B: Approve the TSC Rules and Procedures and Adopt TSC Resolution 2014-1
Mr. Kim presented the annual review of the rules and regulations that govern the Traffic Safety
Commission. He explained that one example of a recent change was changing the meeting
time from 3:00 p.m. to 5:00 p.m. to make it easier for the public to attend.

ITEM7: REPORT FROM TRAFFIC SAFETY COMMISSIONERS
Commissioner Fox stated that she has noticed many bicyclists using the sidewalks instead of the
bike lanes in the roadway in the village area. She thought that this was very hazardous for people
walking on the sidewalk. Mr. Kim asked Lieutenant Pasqual if it was illegal to ride a bicycle on the
sidewalk and Lieutenant Pasqual confirmed that it was illegal. Mr. Kim told the commissioners that
he would discuss the concerns with the City Traffic Engineer and look for ways to educate the
public to discourage bicycle riding on the sidewalks.
Commission Muir noted that there have been 3 collisions at intersection of Manzanita Avenue and
Aviara Parkway. He thought that vehicles attempting to make a left hand turn out of the shopping
center are pulling out in front of cars traveling east down Aviara Parkway. Mr. Kim stated that his
staff would review the collision reports and report back to the commissioners next month.
