NEW BUSINESS:
ITEM6A: Establish ALL-WAY STOP at the intersection of Park Drive and Hillside Drive
Mr. Murray presented the staff report for the proposed All-WAY STOP located at Hillside Drive and
Park Drive. This STOP location was requested by Mark Underwood, a resident of Park Drive. An
analysis was conducted as recommended by the California Manual on Uniform Traffic Control
Devices. Based on staff findings, the Traffic Safety Coordination Committee recommended
installing the requested All-WAY STOP.
Commission Hunter asked if a speed analysis or other types of tracking were completed. Mr.
Murray stated that an engineering and traffic survey in the past that established the speed limit of
35 miles per hour on the south leg of Park Drive. A speed analysis is not required to evaluate a
STOP sign request.
Commissioner Muir asked about the speed going down the hill on Park Drive. Mr. Murray said the
critical speed on Park Drive south of Hillside Drive was 37 miles per hour. Mr. Murray state that he
had no speed information for Park Drive north of Hillside Drive.
Chairperson Wrisley stated that people often use excessive speeds down the hill on Park Drive and
mentioned that she is surprised that an All-WAY STOP does not already exist and also wanted to
know if warning signs of the new All-WAY STOP signs would be installed to warn drivers. Mr.
Murray stated that they would consider installing "STOP AHEAD" signs in advance of the new STOP
signs on Park Drive if necessary.
Commissioner Muir stated he would support the recommendation based on his observation that
people are excessively speeding down Park Drive and that there are a lot more cars on Hillside
Drive than on Park Drive.
Commissioner Muir asked if there were any other traffic calming measures being considered. Mr.
Kim stated that this request was not evaluated as a traffic calming issue but specifically as a STOP
sign request, and as such, is not being considered under the city's traffic calming program at this
time.
Mark Underwood, 4246 Park Drive, stated that he is a new homeowner and very happy to live in
Carlsbad. Mark stated that there is a lot of braking noise in the early evening nearly every day,
which is an indication of high vehicle speeds. When traveling westbound on Hillside Drive, you have
to enter the intersection to get a clear view before crossing Park Drive and supports staff's
recommendation for an All-WAY STOP at this intersection.
Rick Pueschel, 4248 Park Drive, stated that he had personally witnessed close call accidents 3 out of
the last 5 weekends. However, an All-WAY STOP would not help with the noise issue. Mr.
Pueschel stated he is a federal agent and has worked with city police staff and they all agree it is a

problematic intersection and thinks speed humps would also be very effective. He also supports
the ALL-WAY STOP.

ITEM 7: REPORT FROM TRAFFIC SAFETY COMMISSIONERS
None.
ITEMS: REPORT FROM TRAFFIC ENGINEER
Mr. Kim informed the Commissioners of the recent neighborhood meeting that was held on May
21, 2014. The meeting was to discuss traffic calming on Daisy Avenue and to finalize a concept plan
for three ALL-WAY STOPs on Daisy Avenue. The meeting was a success and a survey will be sent
out to Daisy residents to gauge community support for the plan.
