November 3, 2014

Chairperson Muir called the Meeting to order at 5:00 pm.

APPROVAL OF MINUTES
Chairperson Muir asked if there were any corrections or revisions to the minutes of the meeting
from September 8, 2014.

ORAL COMMUNICATIONS: Cindy Pachino requested the consideration of a project to change the
roadway character of Poinsettia Lane near Alga Norte Park with the goal of lowering vehicle speed.
Pachlno Is concerned the speed limit on this roadway section Is not compatible with the heavy
pedestrian and bicycle traffic associated with the park and school located along this roadway
segment.

PREVIOUS BUSINESS:
Mr. Bllse and Commissioner Muir agreed to discuss the variable speed limit signs in use in Utah.
The matter will be discussed at a future TSC meeting. Traffic in and around the Carlsbad
Desalination Project was discussed, and Mr. Bilse advised the commissioners that the project
should be completed by the end of this year.
NEW BUSINESS:
ITEM 6A: Introduce new Chairperson, Vice-Chairperson and Commissioner
Mr. Bllse Introduced and welcomed new Chair Fred Muir, Vice-Chair Kathryn Fox and new
Commissioner Mychal Dourson to the board.
ITEM 68: Consider Adoption of a Resolution of Commendation for Chris Chauncey
Mr. Bilse recommended an adoption of a Resolution of Commendation for former Commissioner
Chris Chauncey. Mr. Bilse along with the current Commissioners recognized the exceptional job Mr.
Chauncey did while on the Traffic Safety Commission and recommended a resolution to that effect.

ITEM 6C: Follow up regarding VIiiage and Barrio Master Plan
Mr. Bilse presented a follow up and overview of the VIiiage and Barrio Master Plan. The charrette
process was well attended by numerous people in the community and over 100 people attended
the project review held In the Carlsbad Village Theater. Mr. Bllse also discussed the trenching for
the railroad double tracks which will Increase the number of trains traveling through the vlllage and
resulting Increased traffic Interruptions. Staff ls currently working with NCTD and SAN DAG staff to
include an alternative to trench the tracks below grade. The next step in this master plan process Is
to have the project team led by Dover-Kohl Interpret the ideas and themes gathered during the
charrette to develop a great vision for the Vllfage and Barrio areas.

Chair Muir and Vice-Chair Fox both attended the VIiiage and Barrio Master Plan presentations.
Chair Muir Inquired why visitors to Carlsbad weren't being surveyed. Commission Hunter noted
that hotels and other destination points around Carlsbad were being surveyed for their Input.
Vice-Chair Fox suggested a "Carlsbad Shuttle" which would transport visitors to various locations In
Carlsbad to help keep tourists local.
Mr. Bilse noted that no action was needed on this Item, it was a report out only.
ITEM 6D: Hummingbird Road: Rock Dove Street to Batlqultos Drive -Establish prlma facle
speed limit
Mr. Bllse presented an overview of the California Vehicle Code. Mr. Bilsethen presented the staff
report recommending the establishment of the prlma facie speed limit on Hummingbird Road
between Rock Dove Street to Batiquitos Drive. Hummingbird Road Is a two lane road that functions
as a residential collector street which provides a through-street connection between the Avlara
community to the west and the Seaport community to the east. The easterly segment of
Hummingbird Road from Rock Dove Street to Sanderling Court is currently posted 25 mph meeting
the California Vehicle Code definition of a Residence District and does not take an action. Staff
recommended establishing the speed limit on Hummingbird Road between Rock Dove Street and
Batlquitos Drive at 30 mph.
ACTION: Motion by Commissioner Hunter, and duly seconded by Vice-Chair Fox, to approve
the prima facie speed limit of 30 mph on Hummingbird Road: Rock Dove Street to
Batiquitos Drive

ITEM &E: Cadencla Street: Del Rey Ave. to 0.15 mi. north of Piragua St. -Recertify posted
speed llmlt
Mr. Bllse presented the staff report for the proposed posted speed limit on Cadencia Street
between Del Rey Avenue to .15 mi. north of Piragua Street. Cadencia Street Is a two lane road that
functions as a residential collector street and provides a through-street connection between La
Costa Avenue to the south and Rancho Santa Fe Road to the east via Camino Junlpero. The
requested action is to modify the limits of the existing 40 mph speed zone on Cadencla Street
removing the segment from La Costa Avenue to Del Rey Avenue and re-establish a prlma facle
speed limit of 40 mph on Cadencia Street from Del Rey Avenue to 0.15 mile north of Piragua Street
The segment of Cadencia Street from La Costa Avenue to Del Rey Avenue meets the definition of a

Residence District per the California Vehicle code and It Is recommended that this segment be
removed from the current 40 mph Cadencla Street speed zone and enable the prima facle speed
limit of 25 mph called for in residential zones.
Vice-Chair Fox asked about the current slgnage the reads "35 mph" around the curve on Cadencla
Street and if It would be removed or replaced. Mr. Bilse said the warning sign would be either
removed or replaced with a new warning sign with a recommended speed of "25 mph". Mr. Bilse
will have staff visit the area and check for any other conflicting sign age.
Chair Muir noted that traveling north on Cadencla Street at 25 mph would not pose a problem but
traveling south down the hill could prove to be a challenge as it Is a steep hill.
ACTION: Motion by Vice-Chair Fox, and duly seconded by Chair Muir, to approve Cadencla
Street: Del Rey Avenue to 0.15 ml. north of Piragua Street -Recertify 40 mph
posted speed limit

ITEM 6F: Discussion regarding future of Traffic Safety Commission
Mr. Bllse presented an informative overview of the Traffic Safety Commissions responsibilities, the
membership schedule, the Brown Act, the city organizational chart and how to address general
comments during the public comment period of the meeting.
Chair Muir asked what happens to a speaker's concerns after they are presented to the
Commission? Mr. Bilse stated that If the Commissioners want to discuss the Item they are required
to add an Item on a subsequent meeting agenda.
Commissioner Hunter asked what would happen to an item If the Commissioners did not add the
item to the next meeting's agenda. What would a speaker's next step be? Mr. Bilse said the
speaker can put their concerns in a letter to the City Traffic Engineer or they can attend a city
council meeting and raise their concern there as well.
Commissioner Dourson asked how the city changes the character of a street. Mr. Bilse gave the
example of La Costa Avenue and Its recent redesign from 2 westbound lanes to one lane plus a
bicycle lane. Mr. Bilse also explained how the General Plan can Introduce policies guiding staff to
what can be done to change the character of a roadway.

Commission Hunter asked how the Traffic Engineer incorporates law enforcement data. Mr. Bilse
stated that staff works very closely with the police department and continue to work hard to be a
strong team.
ITEM 7: REPORT FROM TRAFFIC SAFETY COMMISSIONERS
Chair Muir recommended the commission should be presented with possible traffic issues related
to bigger land use development projects like Robertson Ranch. Mr. Bllse said that the Planning
Commission makes recommendations about traffic Issues and could theoretically ask the TSC about
traffic safety issues, but the plans are typically reviewed to ensure traffic standards are followed
and therefore no traffic safety Issues are anticipated. Bllse supported the Idea of having TSC review
larger land development projects with the understanding that the TSC could not take any formal
actions on them.
Chair Muir and Vice-Chair Fox were both Interested in seeing the plans for Robertson Ranch and La
Costa Town Square. Mr. Bllse said he would bring the plans to an upcoming meeting for review.
