Chair Hunter called the Meeting to order at 5:02 p.m.

4. PUBLIC COMMENT:
Robert Wilkinson expressed concerns regarding: the visibility of pedestrians at a crosswalk on
Grand Avenue; shared travel way/bike lanes he'd like implemented in Carlsbad; and a shared
travel way/bike lane adjacent to head-in angled parking on State Street (photos distributed to
commissioners are part of the record).
5. PREVIOUS BUSINESS:
A. Poinsettia Lane Speed Limit -Paseo del Norte to Aviara Parkway
Doug Bilse presented the staff report, including a PowerPoint presentation (on file in the
Office of the City Clerk). Mr. Bilse explained that the current 50 mph speed zone on
Poinsettia Lane between Paseo del Norte and Aviara Parkway was recertified on January 14,
2010 for a period of seven years and was extended for an additional three years on January
10, 2017. The current speed limit will expire in January 2020.
Commissioner comments:
Vice-Chair Poka asked if the speed zone was updated since 2010. Mr. Bilse explained that
the traffic and engineering survey was reviewed and extended in January 2017 for three
years and will expire in January 2020.
B. Harbor Drive Project
Marshall Plantz, Engineering Manager, gave an overview of the City's role in designing,
constructing, and maintaining approximately 350 miles of roadway in the city. Mr. Plantz
also provided background information regarding the specific request regarding Harbor
Drive.
John Kim, Associate Engineer, presented the staff report regarding proposed traffic calming
features on Harbor Drive. The information provided included: roadway geometrics, adjacent
land uses, traffic collisions, roadway volumes, and measured speeds. Mr. Kim reviewed the
Carlsbad Residential Traffic Calming Program including an initial meeting with residents. Mr.
Kim said a neighborhood meeting will be scheduled so that all affected residents will have
an opportunity to be heard and can collaborate regarding potential traffic calming solutions
for Harbor Drive.
6. NEW BUSINESS:
A. Draft of Village, Barrio and Beach Area Parking Study
Pam Drew presented the staff report, including a PowerPoint presentation (on file in the
Office of the City Clerk).

Commissioner comments:
Chair Hunter suggested that the parking study include separate occupancy rates for the
Village and the Barrio. Ms. Drew indicated that further studies are expected to be
conducted and this is an idea that could be incorporated.
Commissioner Johnson inquired as to whether input was received from temporary residents
who utilize the timeshare units in the Village. Ms. Drew explained that those residents are
considered tourists for purposes of the survey.
Public Comments:
Linda Schlesinger said she does not want to see permit parking anywhere in the City
because public streets should be available for anyone wishing to park there.
B. Use of Neighborhood Electric Vehicles (NEV's) and Golf Carts on Public Roads
Senior Traffic Engineer Doug Bilse presented the staff report, including a PowerPoint
presentation (on file in the Office of the City Clerk).
Commissioner comments:
In response to inquiry from Vice-Chair Poka, Mr. Bilse explained that one requirement of an
NEV is the ability to attain a speed of 20 mph within one mile of level terrain.
In response to a request made by Mobility Manager Craig Williams, Mr. Bilse explained that
ViaSat inquired about using NEVs and golf carts to access their campus on both sides of El
Camino Real. Doug explained that NEVs could legally cross El Camino Real, but not golf
carts.
Chair Hunter asked Sgt. Matt Lowe about enforcement of golf carts and NEVs. Sgt. Lowe
said NEVs are registered with DMV much like passenger vehicles whereas golf carts are not.
The Police therefore focus on enforcement of golf carts that are driven illegally on the
roadway.
7. POLICE MONTHLY REPORT:
Sgt. Matt Lowe of the Carlsbad Police Department presented the report including a
PowerPoint presentation (on file in the Office of the City Clerk).
Commissioner comments:
Chair Hunter inquired about police activity he saw earlier in the day on Carlsbad Boulevard
south of Tamarack Avenue. Sgt. Lowe reported that a whale entered the lagoon resulting in
a media event.

8. SENIOR TRAFFIC ENGINEER COMMENTS:
a) Commissioner Jonnie Johnson was welcomed to the Traffic Safety Commission.
b) It was noted that Chair Hunter and Commissioner Muir were reappointed to the Traffic
Safety Commission for four years.
c) Commissioners were invited to the Boards & Commissions Dinner scheduled for Thursday,
October 12th.
d) The Chair and Vice-Chair are scheduled to be elected at next month's meeting.
e) The next meeting of the Traffic Safety Commission will be a Special Meeting and will occur
on Monday, September 11th due to the Labor Day holiday falling on the first Monday.
9. TRAFFIC SAFETY COMMISSIONER MEMBER COMMENTS:
a) Commissioner Gocan inquired about the possibility of implementing marked parking spaces
along Carlsbad Boulevard as a way to maximize the number of parked vehicles. Mr. Bilse
said he will address that issue at a future meeting.
b) Commissioner Gocan inquired as to why pedestrians are prohibited from crossing Carlsbad
Boulevard on the south side ofthe intersection at Tamarack Avenue. Mr. Bilse explained
that a project is being proposed to improve the entire intersection and he will provide a
project description at a future meeting.
c) Commissioner Johnson noted that recreational vehicles (RVs) are prohibited from parking
on Carlsbad Boulevard north of Tamarack Avenue and asked if the City was considering
extending the RV parking prohibition south of Tamarack Avenue. Mr. Bilse stated his intent
to address this issue at a future meeting.
