Chair Hunter called the Meeting to order at 5:01 p.m.
2. ROLL CALL:

Chair Hunter stated that Vice-Chair Ervin Poka resigned the commission due to health issues.

Motion by Commissioner Gocan and seconded by Commissioner Johnson to
approve the minutes of the regular meeting held on August 7, 2017 with the
following change: Change the statement "There was no Traffic Safety
Commission meeting held in July 2017" to read "There was no Traffic Safety
Commission meeting held on July 3, 2017".

4. PUBLIC COMMENT: None
5. PREVIOUS BUSINESS:
A. Harbor Drive Project Update
Marshall Plantz, Engineering Manager, gave an update regarding Harbor Drive. Mr. Plantz
provided background on the specific request and stated that since last month's TSC
meeting, staff has had a number of email exchanges with residents of Harbor Drive, some
phone conversations, and a face-to-face meeting at the subject location. Staff has also
been working with a meeting facilitator who will assist staff in setting up a neighborhood
meeting for Harbor Drive residents to attend. That meeting is scheduled for September 21st
and invitations have been sent out to the 18 residents of Harbor Drive. From the input
received at the public meeting, staff will prepare a concept plan, and mail questionnaires to
all 18 residents to see how many support staff's proposal.
Commissioner comments:
Chair Hunter inquired as to whether Harbor Drive qualified to be part of the CRTMP. Mr.
Plantz explained that the roadway dimensions and characteristics qualified to be part of the
CRTMP but the speeds measured did not. As a result, an exception was made to add the
roadway to those being studied under Phase II of the CRTMP.
6. NEW BUSINESS:
A. Review Existing On-Street Parking Ordinances on Carlsbad Boulevard
Doug Bilse presented the staff report, including a PowerPoint presentation (on file in the
Office of the City Clerk).
Commissioner comments:
Commissioner Muir asked why the report only pertains to parking north of Tamarack
Avenue and inquired about the portions of Carlsbad Boulevard to the south including near
Ponto. Mr. Bilse said the City Council made the decision to only restrict parking north of
Tamarack Avenue.
Commissioner Johnson asked ifthe quoted sections of the Carlsbad Municipal Code apply to
city parks also. Mr. Bilse said the ordinance that prohibits overnight parking of larger
vehicles, such as RV's, is a citywide ordinance which includes the city's parks.

B. Election of Chair and Vice-Chair

Commissioner Muir made a motion that Chair Hunter remain as the Chair
and Commissioner Gecan be elected to the Vice-Chair role. His reasoning is
that the Vice-Chair traditionally takes over as chair and the recent
resignation of the Vice-Chair left a void that could be addressed by
extending the term of the current chair. This proposal allows the next vice-
chair to gain experience before being considered for the chair position next
year. Commissioner Johnson seconded the motion.

7. POLICE MONTHLY REPORT:
Lt. Jason Jackowski of the Carlsbad Police Department presented the report including a
PowerPoint presentation (on file in the Office of the City Clerk).
Lt. Jackowski said current efforts of the Traffic Division of the Police Department include the
following:
• Meeting with residents on Cassia Road regarding speed enforcement
• School enforcement and education and meeting with adult crossing guards
• Weekend enforcement of loud vehicles and speeding on Carlsbad Boulevard south
of Cannon Road
• An informational booth at Rotary Park on Labor Day which included a "Preliminary
Alcohol Screening" device for anyone interested to see their level of blood alcohol
concentration
• Scheduling a driving under influence (DUI) checkpoint at Carlsbad Boulevard and
Cherry Avenue
Commissioner comments:
Commissioner Muir expressed his appreciation regarding the informational booth and asked
if there are plans to repeat the event. Lt. Jackowski said they will do it again in the future.

8. SENIOR TRAFFIC ENGINEER COMMENTS:
a) Mr. Bilse responded to a previous inquiry from Commissioner Gocan as to why pedestrians
are prohibited from crossing on the south side of the intersection at Carlsbad Boulevard
and Tamarack Avenue. He said staff is working on a project funded by the capital
improvement program (CIP) to improve the intersection including enhanced sidewalks and
a new crosswalk on the south side of the intersection. Mr. Bilse referenced an attachment
included in the TSC agenda package.
9. TRAFFIC SAFETY COMMISSIONER MEMBER COMMENTS:
a) Commissioner Gocan said a gentleman previously spoke to the commission regarding
limited visibility of pedestrians at the crosswalk on Grand Avenue east of State Street and
asked if something will be done. Mr. Bilse said staff had recorded this request and will
follow up as needed.
b) Commissioner Muir said the sharrows on eastbound La Costa Avenue between El Camino
Real and Rancho Santa Fe Road are difficult to see and asked if they could be made more
visible by placing them on a green background. Mr. Bilse and Mr. Williams said we can
consider doing that as part of an upcoming CIP project.
10. ADJOURNMENT:
By proper motion, Chair Hunter adjourned the meeting of September 11, 2017 at 5:32 p.m.
