APPROVAL OF MINUTES
By proper motion, the minutes of the May 7, 2018, Traffic Safety Commission meeting were approved.

PUBLIC COMMENTS
Barbara Segal addressed the Commission to request consideration of a Stop sign at the
intersection of Hillside Drive and Kelly Drive. She expressed concern about limited sight
distance when exiting the alley adjacent to the US Post Office at Madison Street. She spoke
generally about cars being allowed to park on corners down by the beach and how growth is
impacting traffic throughout the city.
DEPARTMENTAL REPORTS
1. TSC COMMISSIONER TRAINING – (INFO)
City Attorney Celia Brewer provided information regarding the Traffic Safety
Commissioner’s roles and responsibilities. She reviewed the authorizing ordinance, the
Brown Act, the Political Reform Act, and the Public Records Act. A Request to Speak
form was denied because it was received after the presentation for this item started per
the rules listed on the TSC agenda.
2. CORINTIA STREET TRAFFIC CALMING – (ACTION)
Associate Engineer John Kim presented the staff report requesting application of the
Carlsbad Residential Traffic Management Program to Corintia Street. Richard Shellnutt,
Tracey Pearce, Billy Pistole, and Terri Harrison all spoke in support of the proposed
traffic calming solution.

3. VIDEO DETECTION OF BICYCLES – (INFO)
Senior Engineer Doug Bilse presented the staff report as a follow-up to concerns
expressed at the May Traffic Safety Commission meeting regarding bicycle detection at
signalized intersections.
4. POLICE MONTHLY REPORT – (INFO)
Sergeant Lowe reported on recent police department enforcement activities along
Carlsbad Boulevard and on the Cannon Road/College Boulevard corridor. He noted
enforcement tactics that highlight an informational/social media campaign.
SENIOR ENGINEER COMMENTS
Senior Engineer Doug Bilse said staff would follow-up on the issues presented during public
comment through standard service request procedures.
TRAFFIC SAFETY COMMISSION COMMENTS
Chair Hunter asked for an updated project list and proposed timing for pending traffic calming
projects.
Vice-Chair Gocan asked if it would be appropriate to share the roundabout documentation on
social media. Mr. Bilse agreed that it would and further added that he would try to get it added
to the city’s website as well.
Vice-Chair was excused at 6:45 pm.
Chair Hunter made a motion to have future projects presented for consideration under the
Carlsbad Residential Traffic Management Program to include full engineering data as an
attachment. Commissioner Johnson seconded the motion.
Approved: 4-0-0-1
Commissioner Johnson identified issues related to dockless bicycles.
Commissioner Penseyres said that he appreciated the info on the roundabouts. He has already
shared it, and it is being used as an informational source by neighboring cities.
