HomeMy WebLinkAbout2018-11-05; Traffic Safety Commission; MinutesTRAFFIC SAFETY COMM I SSION Monday, November 5, 2018 5:00 p.m. Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 CALL TO ORDER: Chair Gocan called the Regular Meeting to order at 5:01 p.m. ROLL CALL: Chair Gocan, Vice-Chair Johnson, Commissioner Penseyres. Commissioners Fowler and Hunter -Absent. APPROVAL OF M INUTES: Minutes of the Regular Meeting held Oct. 1, 2018, were approved 3-0-1 (Commissioners Fowler and Hunter -Absent), after minor corrections were made. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA : There was no public comment. DEPARTMENTAL REPORTS 1. TRAFFIC ISSUES ON TAMARACK NEAR VALLEY STREET (INFO) John Kim, Associate Engineer, gave a presentation on recent traffic engineering activity at the intersection of Tamarack Avenue and Valley Street. The power point presentation is listed as Exhibit 1 Vice-Chair Johnson, inquired if a before and after study was conducted on the vehicle speed after the 2009 data was collected. Kim stated that no data had been collected since the 2009 data was collected. Chair Gocan, inquired about the need to study if a crossing guard operations at the intersection is supported by a study. Kim stated that staff will conduct a study to evaluate if crossing guards are justified by field data. Commissioner Penseyres had a question for the Corporal Anderson about number of violations and tickets issued by the police on the Tamarack Avenue. Corporal Anderson did not have statistics available, but commented that this site has been a focus for enforcement for several months. The following thirteen (13) community members spoke on the agenda item: Louisa Evans, Renee Holmes, Grace Martin, Veronica Williams, James Casper, Joy Bryson, Stacey Jaramillo, Melody Beauchamp, Meredith Grueskin, Renee Hindman, Kelly Bailey, Laura Ferris, and Brenda Harai. In general, the comments listed traffic safety concerns during and after school hours and the need to get it resolved promptly. Several proposals were made supporting long-term solutions Public Works Transportation 1635 Faraday Avenue I Carlsbad, CA 92008 I 760-434-2730 t Traffic Safety Commission November 5, 2018 Page 2 including: traffic calming devices, all-way stop control, pedestrian signal, crossing guards {at school times and after-school events), aggressive enforcement, and flashing LED lights on existing STOP signs. Community members examples of safety issues, road rage, and accidents were described by the community speakers. Speakers noted.that they observed numerous unreported collisions and near misses. Concerns included observations that the parking lane was being used to bypass eastbound through traffic queued to make a left turn from Tamarack Avenue to Valley Street. John Kim informed the commissioners that a study on a crossing guard and another for the all way stop will commence promptly. The crossing guard study should take about three weeks to complete. Staff indicated that crossing guards can commence service promptly without approval by the TSC or City Council. Vice-Chair Johnson, made a recommendation to evaluate if designated areas for drop off and pick up at the school are adequate. Commissioner Penseyres, inquired if Safe Routes to School had been considered in the area to diminish the impact of cars on Tamarack Avenue. Chair Gocan, recommended another speed study be conducted and compared to the 2009 results. Chair Gocan, suggested to Corporal Anderson to educate the students at the schools impacted by heavy traffic on how to cross the roads at busy intersections. Kim noted that staff will continue to work with school representatives on Safe Routes to School concepts. 2. RIGHT TURN MOVEMENTS ACROSS BIKE LANES (INFO) Doug Bilse, Senior Engineer, presented a Staff Report on the right turning movements across a bike lane, and the specific issue related to existing eastbound right turn lane on Palomar Airport Road at the intersection of Armada Drive. Staff reviewed the California Vehicle Code{CVC) and presented guidance on how drivers should enter a right turn lane adjacent to a bike lane. The power point presentation is listed as Exhibit 2. 3. POLICE MONTHLY REPORT-(INFO) Corporal Travis Anderson reported on recent police department enforcement activities and traffic collisions on the month of October. The power point presentation is listed as Exhibit 3. SENIOR ENGINEER COMMENTS: Senior Engineer Doug Bilse had no comments. Traffic Safety Commission November 5, 2018 Page 3 TRAFFIC SAFETY COMMISSION COMMENTS: Commissioner Penseyres requested that the upcoming work plan include an extensive evaluation of existing bike facilities throughout the city and identify projects to address issues that are identified.
