CALL TO ORDER: Chair Gocan called the Regular Meeting to order at 4:59 p.m.
ROLL CALL: Chair Gocan, Vice-Chair Johnson, Commissioner Hunter, Commissioner Penseyres, and
Commissioner Fowler.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held Nov. 5, 2018, were approved 4-1-0 (Commissioner Hunter -
Abstained), after minor corrections were made.
PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA:
There was no public comment.
DEPARTMENTAL REPORTS
1. TRAVEL DEMAND MANAGEMENT(TDM) ORDINANCE (Staff contact: Jason Geldert,
Community and Economic Development). -This item was postponed to another time.
2. PALOMAR AIRPORT ROAD AND MELROSE DRIVE STRIPING PLAN (Staff contact: Marshall
Plantz, Public Works). -This item was postponed to January 2019, TSC meeting.
3. POLICY MONTHLY REPORT -Informational item reporting on the implementation of Crossing
Guard at Tamarack Avenue and Valley Street. An education on being a Safe Pedestrian was
conducted at schools. The power point presentation is listed as Exhibit 3.
SENIOR ENGINEER COMMENTS:
Senior Engineer Doug Bilse asked the commissioners to consider cancelling the January 2019, TSC
Meeting. No motion was made to cancel the January 2019, TSC meeting.

TRAFFIC SAFETY COMMISSION COMMENTS:
Chair Gecan, Vice-Chair Johnson, and Commissioner Hunter asked general question about the Work Plan
for 2019. Mr. Bilse stated that as soon as he gets clear direction, staff and commissioners will work
together.
Vice-Chair Johnson recommended that the work plan review a policy on rentals of motorized vehicles like
scooters, bikes, and work proactively to prevent misuse of these motorized vehicles.
Commissioner Penseyres had a problem with the Carlsbad app on places with no physical address. Mr.
Bilse committed to contacting staff to remedy the situation.
Commissioner Hunter inquired about the changes on the title of the committee and the number of
commissioners. Mr. Bilse stated that no new information is available and will be forwarded to
commissioners once it becomes available.
Chair Gecan made a comment about the Terramar Re-striping going to Council instead of coming first to
the Traffic Safety Commission. Mr. Bilse explained that staff conducted extensive public outreach before
bringing this item to the City Council. The TSC received a presentation on this item, but specifically was
not asked for a recommended alternative. The Public Work Director, Mrs. Paz Gomez, reiterated that
Council wanted to hear the public comments directly.
