CALL TO ORDER: Chair Gocan called the Regular Meeting to order at 5:00 p.m.
ROLL CALL: Present: Gocan, Johnson, Hunter, Penseyres, Linke and Perez
Absent: Fowler (Commissioner Fowler came in at 5:20 p.m.)
APPROVAL OF MINUTES:
Vice Chair Johnson made a motion to approve the Minutes of the Regular Meeting held on April 1, 2019
and Commissioner Linke seconded after minor corrections were made. Minutes of the Regular Meeting
held March 4, 2019 were approved 6/0/1, (Fowle r-Absent).
PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA:
Judy Frankel, a Carlsbad resident, requested staff to investigate:
a. The Class IV bike lane on Gateway Road and
b. The issues of RV's parking along Carlsbad Blvd. with their "bump-outs" extended and the resulting
impact along the bike lane.
DEPARTMENTAL REPORTS:
1. POLICE MONTHLY REPORT-(Staff contact: Lt. Christie Calderwood, Police Department)
Lt. Calderwood spoke about the License Plate Readers (LPR)
Power Point presentation is on file with the office of the City Clerk.

2. TRAFFIC SAFETY COMMISSION WORK PLAN UPDATE -{Staff contact: Marshall Plantz, Public
Works)
The Transportation Director, Marshall Plantz, gave a presentation on the development of the
work plan and revisions to the associated section of the Carlsbad Municipal Code . He provided a
Power Point presentation which is attached to the Staff Report Item # 2a .

Commission Perez inquired about Shared Mobility Program that is going to City Council on May 7, 2019.
Senior Engineer Williams confirmed that is scheduled to go to City Council on May 7, 2019 and based on
the City Council decision they will either continue with the process of implementing the pilot program or
simply continue with the ordinance to regulate the use of bikes, scooters, e-bikes and skateboards.
Commissioner Penseyres made a motion for staff to provide training to the commissioners on the four
different classes of bike facilities to include the minimal requirement for width and legal requirements
for use by motor vehicles, cyclists and pedestrians per the Highway Design Manual, Manual on Uniform
Traffic Control Devices (MUTCD). Commissioner Linke seconded the motion.
Motion approved unanimously: 7 /0/0
Commissioner Hunter made a motion requesting that staff to bring any ordinances related to RV
Vehicle "bump-outs" to the Traffic Safety Commission . Vice-Chair Johnson seconded the motion.
Motion approved unanimously: 7 /0/0
Commissioner Hunter reminded staff about Melrose Drive and Palomar Airport Road about signage and
striping.
ADJOURNMENT:
By proper motion, Chair Gocan adjourned the Traffic Safety Commission Meeting on May 6, 2019, at
7:33 p.m.
