ENGINEERING CONFERENCE ROOM MINUTES Members Present: Chairman Ron Beckman, Vince Jimno, Jim Thompson, Roger Greer, Gerald Long. Others Present: Marty Bouman, Steve Tisdale, Ruth Fletcher. 1. 2. 3. 4. 5. Approval of Minutes The Minutes of the February 27, 1984 Meeting were approved as presented. Jefferson and Marron - El Camino Real and Camino Vida Roble - Palomar Airport Road and Yarrow -- Request for left-turn phasing. The Committee recommended installing the protected left-turn phasing at each location as soon as funding is available. The Committee also recommended that future signals should have the capability of left-turn phasing. Corintia and Unicornio -- Request to change yield signs to stop signs. Since the sight distance at this location is very limited, the Committee recommended to replace the existing yield signs on Unicornio with stop signs. Harding and Oak -- Request for painted yellow crosswalk. The Committee recommended installing a painted yellow crosswalk on the north side of Harding and Oak. Also install two two-sided R-49 signs (NO PEDESTRIAN CROSSING - USE CFOSSWALK) on the east side of the street. Rancho Santa Fe Road between Questhaven and Olivenhain -- Request to lower speed limit from 55 MPH to 45 MPH. Since lowering the speed limit would create a speed trap, and the Police would not be able to use radar, the Committee denied this request. Staff will take a look at the accident history in this location and find out the status of the new striping on Rancho Santa Fe Road at Cluesthaven. Because of conditions and the results of the speed studies, the Committee recommended the following: 1. Monroe Street, between Elm Avenue and Marron Road -- 2. Camino Vida Roble, between El Camino Real and Palomar 3. Paseo Del Norte, between Cannon and Palomar Airport Road -- 4. Palomar Airport Road, between Carlsbad Boulevard and 5. State Street, between Grand Avenue and Carlsbad Boulevard -- 6. Alga Road, between Alicante and El Fuerte -- Wait until 7. Monroe Street, between Basswood and Chestnut -- Do not Posting 45 MPH Speed Limit. Airport Road -- Posting 45 MPH Speed Limit. Posting 35 MPH Speed Limit. Paseo Del Norte -- Posting 45 MPH Speed Limit. Posting 30 MPH Speed Limit. the construction is finished and then re-evaluate the speed. post any speed limit at this time. 7. School Safety Patrol Limit Lines. The Committee recommended the Traffic Division of the Engineering Department should determine the exact location of the limit line at each location. The distance should be 4' to 10' from the intersection or crosswalk. INFORMATIONAL ITEMS 1. Jefferson Street Duck Pond. Staff will continue to work with the Department of Fish and Game on this problem. 2. Palomar Airport Road and Yarrow - Striping Plan. Staff will issue a Work Order to eliminate the dashed lines in question. 3. Mony Tournament of Champions -- No Parking Signs.
