APPROVAL OF MINUTES lhe minutes of the August 19, 1985 meeting were approved as presented. LA COSTA AVENUE BETWEEN EL .CAMINO REAL AND 'RANCHO SANTA FE AD - SPEEDING CARS The Comnittee recomended taking no action at this time, but staff should continue to monitor La Costa Avenue in this area. The Police Department should be requested to continue speed enforcement in this area. CALLE BARCELONA, CALLE POSADA, AND CALLE SAN FELIPE - REQUEST FOR SPEED LIMIT SIGNS Because of the lack of traffic in this area, the Committee recomnends denial of this request. Department should continue to monitor this area. When Calle Barcelona is completed, staff should check into posting a speed limit on that street. Staff and the Police ALGA EAST OF EL CAMINO REAL - CHANGE IN SPEED LIMIT Because of the results of the speed studies, the Comnittee recomnends posting a 45 mph speed zone on Alga Road between El Camino Real and El Fuerte. EL FUERTE SOUTH OF ALGA - REQUEST FOR A SPEED LIMIT The Comnittee recomnends denial of this request because of the lack of traffic. Staff should continue to monitor this location. 6. WEST SIDE OF CARLSBAD BOULEVARD BETWEEN ELM AVENUE AND GRAND AVENUE - REQUEST FOR A 2 HOUR PA RKING ZONE The Comnittee recomnends that the request be denied. However, because of the current building activity in this area, staff should monitor the area for changes in parking usage which may occur. 7. ELM AVENUE BETWEEN EL CAMINO REAL AND TAMARACK AVENUE - ESTABLISH A SPEED LIMIT ZONE Because of the results of the speed studies, the Committee recomnends posting a 40 mph speed zone on Elm Avenue between El Camino Real and Tamarack Avenue. 8. RANCHO SANTA FE BETWEEN LA COSTA AVENUE AND OLIVENHAIN ROAD - REQUEST TO CLOSE ROAD TO FACILITATE CONSTRUCTION OF THE NEW ROADWAY The Comnittee recornends approving Daon Corporation's request to close Rancho Santa Fe Road from La Costa Avenue to Olivenhain Road for a period of 5 months.
