MINUTES MEMBERS PRESENT: Bob Johnson (Chairman), Mike Shipley, Brian MEMBERS ABSENT : Vince Jimno, Chuck Mitchell, Jim Thompson OTHERS PRESENT : Mike Shirey Watson for Jim Thompson, Jerry Long Meeting called to order at 3:OO P.M. 1. 2. 3. 4. Approval of Minutes. The minutes of the September 22, 1986 meeting were approved as presented. La Costa Meadows Elementary School - Request for traffic signal at intersection of Alga Road and Corintia Street. Continue to recommend to Traffic Safety Commission that the request for a Traffic Signal of Alga Road and Corintia Street be denied. Intersection of Chestnut Avenue and Trieste Drive - Request for additional stop signs. Recommend to Traffic Safety Commission that the request for additional stop signs be denied. Kelly Elementary School - Requests for crosswalks, adult crossing guards, and "No Stopping Anytime" signs. Regarding the no stopping anytime issue, Mike Shipley brought up the fact that El Camino Real from Tamarack Avenue to Rancho Carlsbad is currently under San Diego County juris- diction. Is it legal to install no stopping signs in a County controlled area? After discussion it was decided to approve the request for "No Stopping Anytime" signs on El Camino Real from south of the westerly El Camino Real/Kelly Drive bus stop to north of the Country Store. It was brought up that this County controlled area will most likely be annexed into the City of Carlsbad by January, 1987 or shortly thereafter. On the remaining items, recommend to Traffic Safety Commission that the requests for "No Stopping Anytime" signs, adult .- Traffic Safety Coordinating Committee October 20, 1986 Page 2 crossing guard, and painted cross-walks at Kelly Drive/ Hillside Drive, and Kelly Drive/El Camino Real be denied. 5. Tamarack Avenue - Request for stop signs. Bob Johnson brought up that there is an error in staff's report. Tamarack Avenue is posted for 35 MPH not 40 MPH as the report states. Recommend to Traffic Safety Commission that the request for stop signs on Tamarack Avenue be denied. Jerry Long brought up that the phasing of the Kelly Drive/ El Camino Real signal needs to be checked. He stated that occasionally the northbound and southbound signals change to red for no apparent reason. look into the matter. Bob Johnson said that he would 6. Corner of Redwood Avenue and Carlsbad Boulevard - Request for green curb. Recommend to Traffic Safety Commission that the request for a twenty minute parking zone (green curb) on Redwood Avenue be approved. ITEMS FROM TRAFFIC ENGINEER: Bob Johnson stated that per California Vehicle Code #21368, that when the stop signs are installed on El Fuerte Street at Corintia Street the "Slow School Xing" legend on El Fuerte Street will have to be removed. Mike Shipley made the suggestion to mention to the Traffic Safety Commission that they recently approved El Fuerte Street as a "through street" and that by installing stop signs on El Fuerte Street this conflicts with their previous decision. A discussion ensued stating that the Traffic Safety Commission should be made aware of therepercussions of their decisions on previous decisions.
