TRAFFIC SAFETY COORDINATING COMMITTEE MEETING
MONDAY, NOVEMBER 17, 1986
LAS PALMAS CONFERENCE ROOM AT 3:OO P.M.
MINUTES
MEMBERS PRESENT: Bob Johnson (Chairman), Chuck Mitchell, Mike Shipley,
Brian Watson
MEMBERS ABSENT: Vince Jimno, Jim Thompson, Jerry Long

APPROVAL OF MINUTES
The minutes of the October 20, 1986 meeting were approved as presented.
KELLY ELEMENTARY SCHOOL - REQUEST FOR ADULT CROSSING GUARDS (Continued
from November 3, 1986 Traffic Safety Commission).
Continue to recommend to Traffic Safety Commission to deny the request
for crossing guards at El Camino Real and Kelly Drive.
Mike Shipley stated that the Police Department has had 4 turnovers of
crossing guards at El Camino Real and Tamarack since the October Traffic
Safety Commission. Mike suggested to use school aides as crossing guards
rather than consulting services.
CALLE MADRID AND CALLE SAN FELIPE INTERSECTION - REQUEST FOR STOP SIGN.
Recommend to Traffic Safety Commission that the request for a stop sign
at this intersection be denied.
SEGOVIA WAY - REQUEST FOR 25MPH SPEED LIMIT SIGNS AND "CHILDREN AT PLAY"
SIGNS
Recommend to Traffic Safety Commission to approve the request for (1)
25MPH speed limit sign on Segovia way and to deny the request for
"Children at Play" signs.
ITEMS FROM COMMITTEE MEMBERS:
1. Mike Shipley brought up the item of the City of Carlsbad Pedestrian
Committee. It was the consensus of the Traffic Safety Coordinating Committee
that the Traffic Safety Commission already acts as a City Pedestrian
Committee while performing their duties as The Traffic Safety Commission.

Bob Johnson stated that he will be considering moving the Traffic Safety
Coordinating Committee meeting ahead one week in the future having it
just one week before the Traffic Safety Connnission Meeting.
Bob stated that the Chief of Police has to clear the “No Stopping” signs
on El Camino Real from Kelly Drive to the Country Store with the County
of San Diego. He then would initiate a work order to have them installed.
Bob stated that he would like to have a meeting within 2 weeks with Utilities
and Maintenance and the Police Department regarding the possible installation
of a guardrail on La Costa Avenue from Quinta to Cadencia.
Chuck Mitchell stated that the City should establish a list of “problem
areas” in the City. Bob stated that he has planned accomplishing this
item in the near future.
Bob brought up the parking issue in the alley west of State and north of
Grand.

Mike and Brian stated they would like parking restrictions
