MINUTES
MEMBERS PRESENT: Bob Johnson (Chairman), Vince Jimno (Chief of
Police), Jim Thompson (Fire Chief), Chuck
Mitchell (U/M Rep.), Lloyd Hubbs (City Engineer),
Jerry Long (Auto Club)
MEMBERS ABSENT: None
OTHERS PRESENT: Mike Shipley (Carlsbad Police), Bob German (Risk
Management Coord.), Mike Shirey (Engineering Dept.)
1. APPROVAL OF MINUTES
Mike Shipley stated that in Item #2 of November 17, 1986 Minutes, the last sentence in the second paragraph should read Employment
Services rather than Consulting Services.
With this change the minutes of the November 17, 1986 meeting were approved.
2. RANCHO SANTA FE ROAD AND MELROSE AVENUE INTERSECTION
Discussion began with Bob Johnson stating that the city boundary line is not known with respect to the surrounding agencies;
City of San Marcos and the County of San Diego.
Vince Jimno mentioned that in the past he has asked the city to
survey this area to establish the exact city boundary lines at
this intersection.
Discussion continued with Bob Johnson stating that the realign- ment of Rancho Santa Fe Road to Corintia Street, creating a 4-way intersection, has been approved by Council for CT 85-19.
He further stated that between March and June, 1987, the planning
department is expecting to be approving the City-wide Facilities
Plan for Zones 1 through 6, subsequently allowing BCE Development
Inc. to proceed with final map procedures. Once the final map is
approved, BCE, who is conditioned to construct this intersection
for Carlsbad Tract 85-19 "Meadowlands", could begin construction
with a possible completion time of one (1) year.
Lloyd Hubbs stated that the construction of the Rancho Santa Fe
Road/Corintia Street intersection would not solve the problem at the existing Rancho Santa Fe Road/Melrose Avenue intersection and it should be delayed until such time as traffic volumes make the

construction of the Rancho Santa Fe Road/Corintia Street intersection necessary. Considerable time was spent discussing the options to be pursued with regard to temporary and permanent solutions to the situation as it exists now.
A discussion ensued between Bob German and Vince Jimno regarding
truck routes on Rancho Santa Fe Road.
A motion was made by Jim Thompson to have the City of Carlsbad
Utility and Maintenance Department sign and re-stripe existing
striping of the Rancho Santa Fe Road/Melrose Avenue intersection
in accordance with a Work Order from the Traffic Engineering
Division. Also, to recommend to the Traffic Safety Commission to hire a consultant to redesign the intersection to enable proper installation of a traffic signal, and, to accomplish this before
the Rancho Santa Fe Road/Corintia Street intersection is under construction. Finally, to recommend that the City of Carlsbad
Engineering Department talk with BCE Development Inc. to see if
further funding and/or conditions could be established to have them construct the Rancho Santa Fe Road/Melrose Avenue intersection.
Vince Jimno seconded the motion.
The motion passed unanimously.
3. ITEMS FROM TRAFFIC ENGINEER
Bob Johnson stated that Mr. Bob German (City of Carlsbad Risk
Management Coordinator) and a member of the City of Carlsbad
Chamber of Commerce will be attending the Traffic Safety Coordi-
nating Committee Meetings in the future. Vince Jimno stated that having a member from the Chamber of Commerce could inhibit the
discussions of staff in the Traffic Safety Coordinating Committee
meetings. Jerry Long stated that Bob Johnson or Lloyd Hubbs could
present a report of the meetings at the monthly Chamber of Commerce
Transportation meeting instead, if that works out better. He also stated that the member of the Chamber could apply for the Traffic
Safety Commission when there is an opening.
Bob Johnson mentioned that the next Traffic Coordinating Committee meeting will be regarding a study of Rancho Santa Fe Road from Olivenhain Road to Melrose Avenue. Jerry Long mentioned that possibly the Committee should meet on Rancho Santa Fe Road before
the next meeting.
Meeting adjourned at 4:32 PM.
