MINUTES
MEMBERS PRESENT: BobJohnson (Chairman),MikeShipley (Carlsbad Police Department), Jim Thompson (Fire Chief), and Mark Rifkin (Chamber of Commerce Transportation Committee).
MEMBERS ABSENT: Vince Jimno (Chief of Police), Chuck Mitchell (Utilities/Maintenance representative), Jerry Long (Auto Club) and Lloyd Hubbs
(City Engineer).
OTHERS PRESENT: Martin Lauber (Engineering Department).
Meeting was called to order at 3:lO P.M.
1. ADDrOVal Of Minutes
The minutes of the March 30, 1987 Traffic Safety Coordinating Committee were approved as presented.
Jefferson Street and Las Flores Drive Intersection - Reauest
to Remove Red Curb.
BobJohnsonsummarizedthestaffreportand focusedeveryone's attention to Exhibit 1 to display lane requirements. He then stated that staff recommends not to remove the 120- feet of red curb on the west side of Jefferson Street in front of the Sanctuary Homeowners complex. Discussion took place regarding safety considerations at the intersec- tion. Chief Thompson stated allowing large trucks to park in the intersection approach, because of the truck width, would encroach in the through lane. Mike Shipley motioned to accept the staff recommendation, Jim Thompson seconded. Motion passed unanimously.

3. Rancho Santa Fe Road - Reauest to Install Guardrail Between
La Costa Avenue and Cadencia Street.
Staff recommendedthata guardrail priority list be compiled for review by the Traffic Safety Commission and used for
future CIP budget purposes. Jim Thompson stated that it is important to develop a criteria and set up a priority list before we can evaluate guardrail on the west side of
Rancho Santa Fe Road.
Jim Thompsonmadethe motionto accept staff's recommendation
for further study and Mike Shipley seconded it. The motion
was passed unanimously.
Crosswalks.
Bob Johnson stated Mr. Nobel's concerns for stop signs to
be installed at each painted crosswalk on Carlsbad Boulevard
between Pine Avenue and Cannon Road. Bob then reviewed
the numerous reasons why an improperly placed sign can do
more harm than good. Bob also restated the point that,
from an engineering safety stand point, that locating bus stops on the "far-sidetl of intersections is good because
buses create sight distance restrictions at other locations.
Mark Rifkin agreed that bus stop locations are properly located and should not be moved. The motion was made by
Mike Shipley to accept staff's recommendation and seconded
by Jim Thompson.
4. Carlsbad Boulevard - Reauest for StoD Sisns at All Painted
Motion passed unanimously.
5. Carlsbad Racewav - Reauest for Additional SDecial Event.
Bob Johnson stated that Mr. Gross is seeking approval to
add an outdoor shopping center (swap meet) at the existing Carlsbad Raceway to be held on Saturdays and Sundays.
The general question from the attendees was why Mr. Gross
has not yet submitted a Conditional Use Permit (CUP) for planning staff review and recommendations.
Everyone agreed that a CUP amendment be submitted and at
that time, if necessary, staff could bring this issue back
to the Traffic Safety Coordinating Committee.

Jim Thompson motioned. Bob Johnson seconded. Motion passed unanimously.
6. Other Business
Bob Johnson suggested that since the last Monday of May is
Memorial Day that the next TSCC meeting be held on Friday,
May 22, 1987. After brief discussion, 9:00 A.M. was agreed
to on May 22, 1987 in the Engineering Conference Room.
7. Meeting adjourned at 3:49 P.M.
