MINUTES
MEMBERS PRESENT: BobJohnson (Chairman),MikeShipley (Carlsbad
Police Department), Jim Thompson (Fire Chief), Chuck Mitchell and Steve Tisdale (Utilities Maintenance Department) and Mark Rifkin (Chamber of Commerce Transportation
Committee).
MEMBERS ABSENT: Vince Jimno (Chief of Police), Jerry Long (Auto Club) and Lloyd Hubbs (City Engineer).
OTHERS PRESENT: Mike Shirey and Martin Lauber (Engineering
Department) .
Meeting was called to order at 9:05 A.M.
1. Avvroval of Minutes
The minutes of the April 27, 1987 Traffic Safety Coordinating
Committee were approved as presented.
2. Rancho Santa Fe Road/Melrose Drive Intersection - Willdan Associates Alianment and Siqnalization Revort.
Bob Johnson discussed the Willdan Report as contained in the T.S.C.C. packet. Bob stated that staff would like to have Ultimate Alternative No. 1, without signalizing the existing intersection, initiated at the earliest possible time (i.e., **Teeing" Melrose Drive into Rancho Santa Fe Road and "Teeing" Corintia into Melrose Drive with a right in/right out configuration.
Jim Thompson asked how response units from the planned fire station at Cadencia and Rancho Santa Fe would get to

an emergency in the Brookfield tract if Corintia is closed.
Bob stated that the fire unit would have to go north on
Melrose, west on Alga and south on Xana to reach Brookfield.
It was stated however, that the fire station at Cadencia
and Rancho Santa Fe will not be constructed for two to
four years. By that time, construction on Corintia will
probably have formed a signalized intersection with Rancho
Santa Fe at La Costa Meadows and fire units would be able
to respond to an emergency in Brookfield on a more direct
route.
Chuck Mitchell motioned to recommend to the Traffic Safety
Commission to accept Willdan Report Ultimate Alternative
No. 1 for improvements to Rancho Santa Fe Road at Melrose
Drive.
Mike Shipley seconded. The motion passed unanimously.
Marjorie Lane - Reauest for 2-hour varkinq limit.
After discussion it was motioned to recommend to the Traffic
Safety Commission to deny the request for a two-hour parking
zone and to paint approximately 80 feet of red curb on the west side of Marjorie Lane due to the width of the street.
The motion was seconded and passed unanimously.
Side From Palomar Airuort Road to La Costa Avenue.
Steve Tisdale stated that while we're discussing this
issue, all of Carlsbad Boulevard should be taken into account and the ordinance written accordingly.
The motion was made to recommend to the Traffic Safety
Commission to recommend to the City Council to initiate a "NO PARKING" zone on Carlsbad Boulevard from La Costa Avenue to Palomar Airport Road with the addition of any
other areas per Steve's statement.
The motion was seconded and passed unanimously.

5. Paseo Del Norte - Reauest to Establish a "NO TRUCK ROUTE"
From Palomar Aimort Road to a Point 1,150 Feet South of
Paseo Del Norte.
After discussion, it was motioned to recommend to the Traffic Safety Commission to recommend to the City Council to initiate a WQ TRUCK ROUTEI~ ordinance on Paseo Del Norte from Palomar Airport Road to a point 1,150 feet
south.
The motion was seconded and passed unanimously.
La Costa Area - Reauest to Establish Hillside Street Desia-
nation for Sidewalk PurDoses.
There was some misunderstanding to what the request was to
the Committee.
At 9:43 A.M. Brian Hunter, from Developmental Processing
Services, joined the meeting and stated that sidewalks shall be 5.0 feet wide minimum regardless of the type of street.
At 9:45 A.M., Bob Wojcik, also from Developmental Processing Services, joined the meeting and stated that this new ordinance will be for streets in already developed areas,
not for new development. This would then not create a
hardship on individuals wishing to build a single family
residence in a developed area by putting a lien on their
property to construct sidewalks in an area that sidewalks
should not be built.
Jim Thompson motioned to recommend to the Traffic Safety
Commission to recommend to the City Council to adopt this new street list for inclusion in the Hillside Street Ordinance.
Bob Johnson seconded and the motion passed unanimously.

7. Other Business
A. Bob Johnson stated that per Thelma Hayes' request, he will be taking the 1984 Willdan Pedestrian Study to
the Traffic Safety Commission. Bob said that he will

bring this report to the T.S.C.C. in the near future.
B. Bob Johnson stated that he will also be taking the
North Beach Planning Traffic Study to the Traffic
Safety Commission in the near future with a recommen-
dation to "Read and offer commentsll to the City Council.
Mark Rifkin and Steve Tisdale said that they would
each like a copy of this report to review.
C. Bob Johnson stated that a request to install guard
rail on Adams, west of Park, has been made to stop 4- wheel drive vehicles from climbing the hill.
Chuck Mitchell stated that the Utilities Maintenance
Department is installing 75 feet of guard rail for
this purpose and suggested to put the remaining areas
that might need guard rail on Adams on the Guard Rail
Priority List.
D. Bob Johnson asked the Committee if Friday mornings would be acceptable rather than Monday afternoons to hold the T.S.C.C. meetings?
The Committee agreed to held the meetings Friday mornings, ten days before the Traffic Safety Commission meeting.
E. The next T.S.C.C. meeting will be Friday, June 26,
1987 at 9:00 A.M. in the Las Palmas Engineering con-
ference room.
