MINUTES Meeting commenced at 8:40 a.m. ATTENDEES: Bob Johnson (Chairman), Captain Vales (Carlsbad Police Department), Jim Thompson (Fire Chief), Jerry Long (Auto Club), and Mark Rifkin (Chamber of Commerce Transportation Committee). ABSENT : Ralph Anderson, Chuck Mitchell, Steve Tisdale, (Utilities/Maintenance Department), and Lloyd Hubbs (City Engineer) . OTHERS PRESENT: Mike Shirey and Martin Lauber (Engineering Department) and Bob German (Carlsbad Risk Manager). ITEMS DISCUSSED: 1. Amroval of Minutes. The Minutes of the May 22, 1987 Traffic Safety Coordinating Committee were approved as presented. Alley west of State Street beginning north of Christiansen Way (Cedar Street)- Request for parking on one side of 2. Bob Johnson stated the request as contained in the packet. Jim Thompson stated that no parking on one side of the alley is acceptable, but no parking on both sides of the alley is desirable. Captain Vales stated that a parking restriction from 1O:OO p.m. to 6:OO a.m. is acceptable. 1 A motion was made to recommend to the Traffic Safety Commission to restrict parking on the easterly side of the alley at all times, and to restrict parking on the westerly side of the alley between the hours of 1O:OO p.m. and 6:OO a.m. The motion was seconded and passed unanimously. 3. Alley west of State Street between Elm Avenue and Grand ~ kin des' nation. After discussion it was motioned to recommend to the Traffic Safety Commission that the request for a two- hour parking designation be denied and reconsidered after evaluating all existing and future parking lots in the Downtown Area for appropriate time limits. It is further recommended that the Downtown Merchants encourage their employees to park in locations not directly adjacent to businesses so that the inconvenience to shoppers is minimized with regard to parking. The motion was seconded and passed unanimously. 4. Alga Road between El Fuerte Street and Melrose Drive- establish Drima facie sDeed limit. After discussion it was motioned to recommend to the traffic Safety commission that a 45 mile pr hour prima facie speed limit be established on Alga Road between El Fuerte Street and Melrose Drive. The motion was seconded and passed unanimously. 5. Melrose Drive between Alga Road and Rancho Santa Fe Road - Establish Drima facie speed limit. After discussion it was motioned to recommend to the Traffic Safety Commission that a 45 mile per hour prima facie speed limit be established on Melrose Drive between Alga Road and Ranch Santa Fe Road. The motion was seconded and passed unanimously. 6. Downtown Pedestrian Circulation Study - request to form a Citizen's Committee to implement recommendations contained in the reDort. Bob Johnson stated the request as contained the packet. 2 Mark Rifkin stated that per Chapter 27 of the California Streets and Highways Code: if 50 percent of a street has sidewalk on it, a municipality may assess the residents to complete the sidewalk on the remainder of the street. It was the consensus of everyone in attendance that the issues in the Pedestrian Report are already being imple- mented as funds become available through development, or by the City of Carlsbad Redevelopment Office. A motion was made to recommend to the Traffic Safety Commission that the request for an Ad Hoc Committee be denied and that the Traffic Safety Commission continue to address pedestrian issues and provide recommendations. It was further recommended that if this committee should be established, then the purpose of the committee should be expanded to address potential city-wide pedestrian issues. The motion was seconded and passed unanimously. 7. North Beach Planning/Traffic Study- request for comments and recommendations on information contained in the report. After discussion it was motioned to recommend to the Traffic Safety commission to submit comments to the City of Carlsbad Planning Department. The motion was seconded and passed unanimously. 8. Other business. Bob Johnson stated that the Rancho Santa Fe Road Circulation Committee is going to recommend to the City Council that Rancho Santa Fe Road remain a prime arterial designation, and that it also remain in its current location. Additionally, Bob stated that the Committee recommended to stripe the newly constructed Rancho Santa Fe Road to 4-lane major arterial standards, instead of 6-lane prime arterial standards between La Costa Avenue and Olivenhain Road. After discussion it was the consensus of everyone in attendance that this new road should be striped to 6- lane prime arterial standards. 3 L 9.
