The Minutes of the Friday, August 28, 1987 Traffic Safety
Coordinating Committee meeting were approved as presented.
Oral Communications.
There was no audience to make comments on this item.
Citywide -RequestforPedestrianSafetyProposal (continued from Julv TS C meetinq.
A motion was moved, seconded and passed uanimously to recommend to the Traffic Safety Commission the following:
A. It is recommended to not revise Chapter 2.28 of the
Code unless the Traffic Safety Commission believes that Commission duties are unclear with regard to pedestrian issues. It is further recommended that the Commission not attempt to coordinate interdepartmental programs, but should continue to review reports, discuss issues and provide
recommendations on all matters brought before the
Commission.
The addition of another member to the Traffic Safety
Coordinating Committee is not recommended.

C. A separate Pedestrian Element of the General Plan is not recommended, however expanding the pedestrian section of the Circulation Element is recommended if distinct and new issues are identified at the time the next review of the General Plan takes place or to warrant a revision to the Circulation Element.
Staff recommends that the Police Department continue
to provide the Publication Education program at all
elementary schoolsinCarlsbad. Programsareavailable
through the Auto Club for the general public and
interested citizens should contact the appropriate representativetoarrangeforgroupspeakers, education
material, etc.
4. Pontiac Drive - Request for STOP sign at intersection of Southampton Road and request to establish prima facie
Sveed Limit on Pontiac Drive.
Bob Johnson gave the staff report as contained in the
packet.
A motion was moved, seconded, and passed unanimously to
recommend to the Traffic Safety Commission that Pontiac
Drive be designated as a Through Street and that no STOP
Signs be placed on Pontiac Drive at the intersection of
Southampton Road.
It is also recommended to the Traffic Safety Commission
that a prima facie speed limit of 35 miles per hour be
designated on Pontiac Drive from its intersection with Tamarack Avenue and terminating 0.7 miles north.
