Attendees: Bob Johnson, Mike Shirey, Martin Lauber, (Traffic Engineering Division), Bob German (Risk Management), Sgt. Mike Shipley (Police Department), Chuck Mitchell, Steve Tisdale (Utilities & Maintenance Department), Mark Rifkin (Chamber of Commerce Transportation Committee) Items: 1. 2. ADDrOVal of Minutes Meeting was called to order at 8:33 a.m. The minutes of the Friday, October 23, 1987 Traffic Safety Coordinating Committee were approved as presented. 3. Oral Communications: There was no audience in attendance to comment on this item. Intersection. Bob Johnson gave the staff report as contained in the packet. After discussion a motion was moved, seconded, and passed unanimously to recommend to the Traffic Safety Commission to deny the request to establish a 4-way STOP at the Elm Avenue/Chatham Road intersection. 5. Elm Avenue - Establish prima facie speed limit between Donna Drive and El Camino Real. Bob Johnson gave the staff report as contained in the packet. A motion was moved seconded and failed to establish a prima facie speed limit on Elm Avenue between Donna Drive and El Camino Real, and to raise the speed limit on Elm Avenue between Monroe Street and Donna Drive to 40 miles per hour. Discussion ensued on this item regarding where the speed limit should change on Elm Avenue to 40 miles per hour, i.e.: at Monroe Street or at El Camino Real where it is currently posted 40 miles per hour. 4. Elm Avenue/Chatham Road intersection - Request to Establish a 4-way STOP A second motion was made, seconded, and passed unanimously to recommend to the Traffic Safety Commission to recommend to City Council to establish a prima facie speed limit of 35 miles per hour on Elm Avenue from Donna Drive to El Camino Real; and to re-evaluate this speed limit along with all of Elm Avenue from Interstate #5 to Chatham Road in the future. Traffic Signal Priority List - Establish Priority listing of future traffic simals. Bob Johnson gave the staff report as contained in the packet. Discussion ensued on how locations were picked for inclusion on the priority list? It was the consensus of the committee members to bring this item back next month after reviewing the material/data that was used to establish this list with further recommendations at that time. This item will be continued until the December T.S.C.C. meeting. 6. 7. Other Business a. Sgt. Shipley stated that enforcement of over loaded cwrmercial vehicles is underway and creating revenue. b. The Committee members made comments on the traffic control at Chestnut Avenue and El Camino Real stating that at various times westbound Chestnut Avenue has been closed to traffic. Bob Johnson stated that the closing of Chestnut Avenue is not on the approved traffic control plan, and that he would have the inspector on the job check into this. Due to Christmas Holiday the next meeting of the Traffic Safety Coordinating Committee will be held on Wednesday, December 23, 1987 at 8:30 a.m. in the Las Palmas Engineering Conference Room. 8. 9.
