Attendees: Bob Johnson, Mike Shirey, Martin Lauber (Traffic Engineering Division), Sgt. Mike Shipley (Police Department), Brian Watson (Fire Department), Steve Tisdale (Utilities and Maintenance Department), Bob German (Risk Management) Items Discussed: 1. 2. ADDrOVal of Minutes Meeting was called to order at 8:34 a.m. The minutes of the Wednesday, December 23, 1987 Traffic Safety Coordinating Committee were approved as presented. 3. Oral Communications There was no audience in attendance to comment on this item. 4. Elm Avenue/Chatham Road intersection - Request to establish a 4-way Stop intersection. This item is being re-heard by the Traffic Safety Commission because of an appeal to the previous decision to install 4-way STOP control by the City Engineer. Bob Johnson gave the staff report as contained in the packet. Various discussion ensued around the hazards and liability associated with installing unwarranted STOP signs. After this discussion a motion was moved, seconded, and passed unanimously to recommend to the Traffic Safety Commission to deny the request for 4- way STOP control at the Elm Avenue/Chatham Road intersection. This Committee also recommends under the same motion to request that school officials of Hope Elementary work with the parents and not allow students to cross Elm Avenue at Chatham Road and that Officer "Friendly" and a traffic officer of the Carlsbad Police Department attend a school assembly and impress the merits of traffic and bicycle safety among the students. Various options are available at this intersection but not recommended by this Committee: A. The Adult Crossing Guard could be moved from Tamarack Avenue and placed at Chatham Road. B. An additional Adult Crossing Guard could be hired for Hope Elementary School students and placed at Chatham Road. A guard would therefore be at Tamarack Avenue and Chatham Road where each roads intersects Elm Avenue. C. Install STOP signs on Elm Avenue at Chatham Road. 5. Other Business No business was brought up under this item. The next meeting of the Traffic Safety Coordinating Committee will be held on Friday, February 26, 1988 at 8:30 a.m. in the Las Palmas Engineering Con- ference Room Meeting adjourned at 9:18 a.m. 6. 7.
