Bob Johnson, Mike Shirey, Martin Lauber, (Traffic Engineering Division), Jerry Long (Automobile Club), Brian Watson (Fire Department), Chuck Mitchell (Utilities and Maintenance Depart- ment) Sgt. Howard Carpenter (Pol ice Department), Bob German (Risk Manager) 1. 2. ADDroval of Minutes Meeting was called to order at 8:35 a.m. The minutes of the Friday, May 27, 1988 Traffic Safety Coordinating Committee were approved as presented. 3. Oral Communication There was no audience in attendance to comment on this item. 4. > Bob Johnson stated that this is an informational item regarding proposed off-street parking locations for the streetscape project from Redevelopment Director, Chris Salomone. Bob stated that the streetscape project will not be started until alter- native parking areas are secured. Pi0 Pic0 Drive - Request to establish a prima facie speed limit between Tamarack Avenue and Elm Avenue. Bob Johnson gave the staff report as contained in the packet. Chuck Mitchell asked if Pi0 Pic0 Drive north of Elm Avenue had been con- sidered for posting of a speed limit? 5. Bob Johnson stated that many requests for posting of speed 1 imi ts come from the Police Department, which is the case for Pi0 Pic0 Drive, and, that due to low turning conflicts, traffic volumes, and a good accident history that Pi0 Pic0 Drive north of Elm Avenue does not need a prima facie speed limit established at this time. Bob stated, however, that the Traffic Engineering Division also takes the initiative on establishing prima facie speed limits on various streets throughout the City, which is the case on Item 6 of this packet, Faraday Avenue. He also stated, that possibly in the future the Traffic Engineering Division will establish a listing of various streets to have prima facie speed limits established. A motion was moved, seconded, and passed unanimously to recommend to the Traffic Safety Commission to establish a prima facie speed limit of 35 miles per hour on Pi0 Pic0 Drive from Tamarack Avenue to Elm Avenue. Faraday Avenue - Request to establish a prima facie speed limit between El Camino Real and Collecie Boulevard. Martin Lauber gave the staff report as contained in the packet. A motion was moved, seconded, and passed unanimously to recommend to the Traffic Safety Commission to establish a prima facie speed limit of 40 miles per hour on Faraday Avenue from El Camino Real to College Boulevard. 6. 7. Other Business Bob Johnson reported that the Traffic Signal Evaluation Policy and Traffic Signal Qualification List was accepted by City Council last Tuesday night, July 19, 1988. He stated that City Council seemed very pleased with the report. Bob German stated that he had been asked by the Assistant City Manager for the status of any possible work on Rancho Santa Fe Road approximately 0.2 miles north of Cadencia Street. Bob Johnson stated that he thought that a $250,000 "straightening" project was going to be put in the Capital Improvement Program. Discussion ensued involving various a1 ternatives to a1 levi ate the excessive speed through this section of roadway. Sgt. Carpenter stated that police enforcement has made a substantial decrease on the speeds through this section of roadway. Bob Johnson stated that he will be talking to the City Engineer regarding this section of Rancho Santa Fe Road. 2 8. The next meeting of the Traffic Safety Coordinating Committee will be held on Friday, August 26, 1988 at 8:30 a.m. in the Las Palmas Engineering Conference Room. The meeting adjourned at 9:20 a.m. 9.
