Meeting was called to order at 8:36 a.m.
ADDrOVal of Minutes
The minutes of the Friday, July 22, 1988 Traffic Safety Coordinating Committee were approved as presented.
Oral Communication
There was no audience in attendance to comment on this item.
Guardrail Evaluation Policv - Review and commenl.
Martin Lauber gave the staff report as contained in the packet emphasizing on how the Guardrail Priority List Worksheet was developed.
Chuck Mitchell stated that delineation for guardrails should also be addressed.
Avenida Encinas - Establish a "No Parking" zone one both sides of Avenida Encinas between Poinsettia Lane and Windrose Circle.
Bob Johnson gave the staff report as contained in the packet.
A motion was moved, seconded, and passed unanimously to recommend to the Traffic Safety Commission to establish a "No Parking" zone on Avenida
Encinas between Poinsettia Lane and Windrose Circle.
6. Marron Road - Establish a "No Parking" zone on Marron Road between
Jefferson Street and Avenida De Anita.
Mike Shirey gave the staff report as contained in the packet stating that this is a "clean-up" ordinance to justify the existing "No Parking" signs on Marron Road.
Chuck Mitchell stated that Marron Road used to belong to May Company, that's why a "No Parking" ordinance was never established.
A motion was moved, seconded, and passed unanimously to recommend to the Traffic Safety Commission to establish a "No Parking" zone on Marron Road from Jefferson Street to Avenida De Anita.
7. Seatbelt Safetv Presentation - Information item.
Mike Shirey gave the staff report as contained in the packet, he stated that everyone is welcome to attend the "Seatbelts Save Lives" presentation that the County Health Office will present at the Traffic Safety Commission meeting .
Jerry Long stated that the Auto Club also has information on seatbelt safety.
Bob German stated that he also has been working with the County Health Department regarding sealtbelt safety for employees and that he has
pamphlets, bumper stickers, and a movie to show for interested parties.
8. Other Business
Jerry Long stated that for the second year in a row the City of Carlsbad will be receiving an award for Pedestrian Safety from the Automobile Club of Southern California.
The Committee discussed more adequate ways to deal with traffic control on future chip seal operations.
Mark Rifkin stated that the key to alleviating flying chips is to
continually sweep the work area.
Bob Johnson stated that before the program gets underway next year that a meeting between Police, U/M Department, Engineering, and the Risk Manager needs to be scheduled to discuss traffic control.
Bob Johnson stated that the Olivehain Water District is requesting to be allowed to use green raised pavement markers on the roadway to delineate their water valves.

Both Brian Watson and Bob Johnson have misgivings about this request because the City already uses blue raised pavement markers, in accordance with the County Standards, to delineate fire hydrants, and having green markers also, may be confusing.
Both Brian and Bob will conduct an evaluation on the use of green raised pavement markers in the field.
The next meeting of the Traffic Safety Coordinating Committee will be held on Monday, September 26, 1988 at 8:30 a.m. in the Las Palmas Engineering Conference Room.
