Attendees: Robert Johnson, Mike Shirey, Martin Lauber (Traffic Engineerin Division), Chief Vales, Sgt. Carpenter (Police De artment), Chuc Mitchell (Utilities and Maintenance Department), [ob German (Risk Manager) Items Discussed: 1. 2. ADDrOV.31 of Minutes Meeting was called to order at 8:35 a.m. The minutes of the Monday, September 26, 1988 Traffic Safety Coordinating Committee were approved as presented. 3. Oral Communication There was no audience in attendance to comment on this item. Palomar Airport Road - Request to lower prima facie speed limit between Carlsbad Boulevard and Paseo Del Norte. Bob Johnson gave the staff report as contained in the packet. Various discussion ensued on whether or not speed limits should be set either below or above the 85 percentile speed. It was concluded that for 4. safety reasons and as not to.establish a "speed trap" that speed limits should be set below the 85 percentile speed. A motion was moved, seconded, and passed unanimously to recommend to the Traffic Safety Commission to lower the speed limit to 35 miles per hour from 45 miles per hour on Palomar Airport Road from Carlsbad Boulevard to Paseo Del Norte. Tamarack Avenue - Request to establish a No Parking Zone on both sides of Tamarack Avenue from Elm Avenue to Wilshire Avenue. Bob Johnson gave the staff report as contained in the packet. Discussion involved the "Safe Route to School," and other various re uests the Committee that a cost factor should be investigated for the various school requests, and this factor should be taken into account before final action is taken on all the requests.
