ADDroval of Minutes Meeting was called to order at 8:33 a.m. The minutes of the Friday October 28, 1988 Traffic Safety Coordinating Committee were approved aher the following changes were made: - "Safe Route to School" was changed to "Suggested Route to School" on the first line of the second paragraph. Oral Communication There were no citizens in attendance to provide comment. Carlsbad Boulevard - Request for a traffic signal at Manzano Drive and STOP sians at Cerezo Drive. Bob Johnson gave the staff report as contained in the packet. Mark Rifkin asked what the volumes are on Carlsbad Boulevard in the summer. Bob Johnson state that, with limited data, he estimates the volumes to be approximately 20% to 25% higher in the summer. Howard Carpenter asked, when comparing accident rate data for a similar type roadway, what kind of facility was Carlsbad Boulevard compared with? 4. ?- I Bob Johnson stated that the most similar facility to compare with was a two lane urban roadway per the CALTRANS criteria for accident rates. He also stated that the mid-block accident rate was calculated for a short isolated piece of Carlsbad Boulevard and if the study area were extended, it could dramatically change the mid-block accident rate. Extensive discussion of the various portions of the report was conducted among the Committee members. Discussion concluded with compliments being extended to staff on preparing a comprehensive, real istic and clear report that anyone could understand. A motion was moved, seconded, and passed unanimously to recommend to the Traffic Safety Commission to implement the recommendations contained in the Carlsbad Boulevard Traffic Report - Palomar Airport Road to Cannon Road. 5. Other Business Bob informed the Committee that the Traffic Safety Commission recommended denial of the request for STOP signs on Pontiac Drive at both Chestnut Avenue and York Road. They asked staff to bring back the request for STOP si ns on Pontiac Drive at Victoria and to also study the possibility of Bob stated that the Cit Engineer has instructed staff to send a work order to the Utilities anJ Maintenance Department to install additional centerline delineation (Botts Dotts) on Rancho Santa Fe Road through the "S" curve, north of Cadencia Street, and around the curve south of Questhaven Road. Bob asked Chuck Mitchell to coordinate this work with the Police Department to provide for maximum safety of the workers on this high speed road.
