Paul Reyes, Police Department Other Staff Present: Melinda Rehfeldt, Engineering Technician II, Traffic Division APPROVAL OF MINUTES: There was no Committee meeting in October. The Traffic Safety Coordinating Committee (TSCC) approved the minutes of the regular meeting held September 23, 2010 as presented. ORAL COMMUNICATIONS: None PREVIOUS BUSINESS: None NEW BUSINESS: 6A: Loker Avenue East, El Fuerte Street to Palomar Airport Road - request to revise existing prima facie speed limit. John Kim presented the staff report explaining that the Engineering and Traffic Survey on file was approved on September 12, 2003 with a speed survey dated on May 15, 2003 for Loker Avenue East and has since expired and a new Engineering and Traffic Survey is required. The current posted speed is 30 miles per hour. Effective July 1 , 2009, Caltrans issued a policy directive stating the speed limit shall be established at the nearest 5 mph increment of the 85th percentile. Three requirements of setting a realistic prima facia speed limit are: « 85th percentile speed (critical speed) • Collision history • Conditions that may not be readily apparent to the driver Of the three the collision history is the most important to the court. The road follows a curvilinear alignment with many closely-spaced driveways on either side. The roadway width from curb-to-curb is 52 feet. On-street parallel parking is allowed. Traffic control on Loker Avenue East is provided by two-way stop control at Loker Avenue East and El Fuerte Street. 24-hour traffic counts were obtained on September 2, 2010 and indicated a volume of 5,095 vehicles. Speed surveys were also conducted on October 7, 2010. There have been no reported traffic collisions on Loker Avenue East from October 1, 2008 through September 30, 2010. Concluding, John stated since the California MUTCD requires that the speed limit be established at the nearest 5 mph increment of the 85"1 percentile and that no justification for a 5 mph reduction is given, staff recommends revising the speed limit be established at 40 miles per hour. Erin Letsch asked if the speed limit was raised to 40 miles per hour and the collision rate then rose would we consider lowering the speed limit. John Kim said yes, we would consider. Erin Letsch stated if we do not raise the speed limit or update the Engineering and Traffic Survey this section of roadway is unenforceable. The TSCC agreed with staffs recommendation to revise the prima facie speed limit upon Loker Avenue East from El Fuerte Street to Palomar Airport Road, from 30 to 40 miles per hour. Sgt. Paul Reyes arrived at 8:18 a.m. 6B: Loker Avenue West, Palomar Airport Road to El Fuerte Street - request to revise existing prima facie speed limit. John Kim presented the staff report explaining that the Engineering and Traffic Survey on file was approved on September 12, 2003 with a speed survey dated on April 24, 2003 for Loker Avenue West and has since expired and a new Engineering and Traffic Survey is required. The current posted speed is 30 miles per hour. The road follows a relatively curvilinear alignment and has a curb-to- curb width of 52 feet. It has been improved with curb and gutter, sidewalk and street lights on both sides. On-street parallel parking is allowed. 24-hour traffic counts were obtained on September 1, 2010 and indicated a volume of 12,517 vehicles. Speed surveys were also conducted on September 29, 2010. There have been two reported traffic collisions, none of which was speed-related. Concluding, John stated based on the results of the Engineering and Traffic Survey, staff recommends revising the prima facie speed limit from 30 to 40 miles per hour. Erin Letsch also asked if the two reported traffic collisions were speed related would the collision rate be higher. John Kim stated no. The collision rate calculation also takes the length of the segment and number of lanes including the number of traffic collisions. Dominic Fieri stated the collision rate of 0.63 for Loker Avenue West includes all types of traffic collisions. John Kim stated any type of collision is added to attain the collision rate. If a high number of traffic collisions were speed related it might be a reason to justify a 5 mile per hour reduction. Erin Letsch stated for the same reason I can support the recommendation. The TSCC agreed with staffs recommendation to revise the prima facie speed limit upon Loker Avenue West from Palomar Airport Road to El Fuerte Street, from 30 to 40 miles per hour. 6C: Aviara Parkway, Poinsettia Lane to El Camino Real - request to revise existing prima facie speed limit. John Kim presented the staff report explaining that the Engineering and Traffic Survey on file was approved on December 27, 2007 with a speed survey dated on October 9, 2007 for this section of Aviara Parkway. The Engineering and Traffic Survey is not expired but the Police Department has requested that this speed zone be re-evaluated due to recent experiences in court. The current posted speed is 40 miles per hour.
