Paul Reyes, Police Department Dominic Fieri, Rre Department Heidi Versteeg, Engineering Technician II Staff Members Present: Jim Gale, Engineering Technician 11 APPROVAL OF MINUTES: ACTION: Motion by Heidi Versteeg and duty seconded by Paul Reyes to approve the minutes of the regular meeting held on January 24, 2013, as presented. VOTE: 4-0-0 AYES: Versteeg, Reyes, Fieri, Kim NOES: None ABSTAIN: None There was no Committee meeting held in the month of February. ORAL COMMUNICATIONS: None PREVIOUS BUSINESS; Jim Gale mentioned that a previous item discussed by this committee, to install an All-Way STOP at the Intersection of Las Flores DrIve/PIo Pico Drive, Is scheduled to be heard by City Council In the first week of April. March 21,2013 Traffic Safety Coordinating Committee Page 2 NEW BUSINESS: 6A: Revise the speed limit upon Chestnut Avenue from Pio Pico Drive to El Camino Real John Kim presented the staff report stating that this portion of Chestnut Avenue Is currentiy posted at 35 mlies per hour and the Item being discussed Is to lower the speed limit to 30 miles per hour. John said work was recently done to Install bike lanes on both sides of Chestnut Avenue between Monroe Street and El Camino Real to connect to the existing bike lanes west of Monroe Street. The California Manual on Uniform Traffic Control Devices (California MUTCD) recommends that speed limits shouM be re-evaluated after roadways have undergone a significant change In roadway characteristk:s. As a result of painting additional bike lanes and the narrowing of the roadway, staff determined that a re-evaluation ofthe speed zone was appropriate. John explained the Engineering and Traffic Survey for the roadway including the following points: Unclassified on Circulation Element but functions as a Collector 1.25 miles in length All-Way STOP Intersections at Plo Pico Drive, Highland Drive, and Valley Street Traffic Signals at Monroe Street and El Camino Real Vertical grades between 0.4% and 9.33% Seven reported traffic collisions over two-year period; 5 of which were speed-related Adjacent land uses include a high school, two churches, residential, park, office building John said travel lanes were reduced to 10 feet wide In the area where the new bike lanes were painted and a speed survey conducted on March 6, 2013 Indicated a critical {S5^ percentile) speed of 33 miles per hour. The California MUTCD allows the speed limit to be rounded down to the nearest 5 mph Increment below the 85*" percentile speed which, in this case. Is 30 miles per hour. Based on these findings, staff recommends revising the speed limit upon Chestnut Avenue, from Pio Pico Drive to El Camlno Real, from 35 to 30 miles per hour. ACTION: The Traffic Safety Coordinating Committee concurred with staffs recommendation that the speed limit on the subject portion of Chestnut Avenue be lowered to 30 miles per hour. The time and room location will be noted on the agenda. John Kim said the item to be discussed will be establishing All-Way Stop control at the intersectton of Glasgow Drive and Edinburgh Drive near Calavera Hills Park.
