This memorandum provides information related to the regional utilization of the North Coastal
Mobile Crisis Response Team.
A mobile crisis response team provides mobile mental health services and mental health crisis
triages. The teams, comprised of a licensed mental health clinician, a case manager and a peer
support specialist, provide a non-law enforcement response to behavioral health calls and crises.
The North Coastal Mobile Crisis Response Team began operations on Monday, Jan. 11, 2021. This
is a pilot program launched and paid for by the County of San Diego. The team will provide crisis
intervention to individuals experiencing a behavioral crisis in their home, or in the community
and may help them get access to immediate care.
The North Coastal Mobile Crisis Response Team offers:
•Crisis assessment and intervention
•Suicide risk-assessment and intervention
•Coordination with law enforcement as appropriate
•Transportation to appropriate level of care
•Linkage and referrals to behavioral health services
•Care coordination and follow-up post-intervention
The team will be providing service to Carlsbad and the surrounding area, including Oceanside,
parts of Camp Pendleton, Vista, Encinitas, Solana Beach and Del Mar.
This team will respond to mental health related calls that meet certain criteria. These criteria
cover adults living in the county's north coastal region who are experiencing a behavioral health
crisis, are at risk of having such a crisis, present a higher risk of harming themselves or others,
are experiencing a deterioration in their level of functioning or are unable to access traditional
outpatient services.

The team will be dispatched through the Access & Crisis Line. The clinicians will be initially using
their own vehicles, but the team will be assigned to their own dedicated vehicles in March 2021.
This team may be operating within the city without the Police Department's knowledge.
Although we may be unaware of their presence in the city, the Police Department will dispatch
officers if any calls for police service are generated during the team's contacts.
Representatives from the Police Department will be attending a virtual meeting with the North
Coastal Mobile Crisis Response Team and other law enforcement agencies around the end of
January.
