Executive Summary Commissioner Michael Luna was appointed to the Parks & Recreation Commission in December 2019 to fill the unexpired term of Commissioner Withall for a term ending in August 2020. Commissioner Luna is eligible for reappointment. This term will expire in December 2022 to coincide with the nominating council member, the Mayor. Commissioner Jengi Martinez was initially appointed to the Parks & Recreation Commission in October 2016 to fill the expired term of Commissioner Proulx. Commissioner Martinez is eligible for reappointment. This term will expire in December 2024 to coincide with the term of the nominating City Council member from District 2. Commissioner Amy Livingston was initially appointed to the Parks & Recreation Commission in May 2018 to fill the unexpired term of Commissioner Meenes. Commissioner Livingston has not requested reappointment. This term will expire in December 2024 to coincide with the term of the nominating City Council member from District 4. The City Clerk’s Office received 20 applications from residents wishing to serve on the Parks & Recreation Commission. In keeping with City Council Policy No. 88, Mayor Hall, Council Member Blackburn and Council Member Acosta have recommended the following six residents wishing to serve on the Parks & Recreation Commission to advance in the process and interview with the full City Council: Mayoral recommendation •Jengi Martinez - District 1 (wishes reappointment) •Michael Luna - District 2 (wishes reappointment) Jan. 12, 2021 Item #10 Page 1 of 23 District 2 recommendation • Bill Kamenjarin - District 2 • David Thompson - District 2 District 4 recommendation • Jennifer Goswami - District 4 • Mike Sebahar - District 4 Exhibit 4 contains applications for the six finalists. Discussion The Maddy Act (California Government Code Sections 54970-54974) requires that on or before December 31 of each year the legislative body shall prepare a Local Appointments List, which contains the appointive terms of Board and Commission members that will expire in the next calendar year. The name of the incumbent appointee, the date of appointment and the term expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office accepts applications (available on the city’s website and in the City Clerk’s Office) for any upcoming vacancies. The Carlsbad Municipal Code states that the Parks & Recreation Commission shall consist of seven members who are subject to ratification by a majority vote of the City Council. The current members of the Parks & Recreation Commission are: Member District Amy Allemann 3 Matt Simons 3 Brad Thorp 3 Members of the Parks & Recreation Commission are subject to the provisions of the Political Reform Act and must file statements of economic interest. Fiscal Analysis None. Next Steps Following the appointment of three members to the Parks & Recreation Commission, the City Clerk’s office will update the commission roster and coordinate their oaths of office and the filing of their statements of economic interest and ethics training certificates. Environmental Evaluation (CEQA) This action does not constitute a “project” within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065 in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment and therefore does not require environmental review. Please describe your educational background I hold a chemical engineering degree from Pennsylvania State University. I have also completed certificate executive MBA programs with the Wharton School of the University of Pennsylvania. Please describe relevant experience I currently hold the role of global director for the paper industry for a chemical company managing a 40 million USD business. This experience allows me insight into navigating and analyzing complex situations and negotiations. I have leadership experience with various board types including university educational, industry safety adn regulatory committee and technology startups. I also have a vision for considerations to balance the neighborhood pressures from ultra-high density projects on community infrastructure including parks facilities developed after the November 3rd item 6 vote. It is my great desire to continue serving our amazing City as a Parks and Recreation Commissioner. As you know, I have just completed my first full four year term. I have served as the Vice Chairwoman for the last two years of my term. I am very committed and active within our community, attending several of our Parks and Recs events, openings, and monthly activities. Making myself always available to my fellow residents and a consummate ambassador for our City. I embrace my responsibility as a role model within our community and am dedicated to continuing to serve in a positive manner. I have been a founder/member of, motivational speaker to, and active participant in several advocacy groups, mentorship programs, and veteran/non-profit organizations across the United States.
