Executive Summary Board Member Geoff Gray’s position expired in November 2020. The City Clerk’s office has received a letter from the following hotel manager and/or owner wishing to be reappointed to serve on the Advisory Board (Exhibit 2): •Geoff Gray, Park Hyatt Aviara Resort, Golf Club & Spa City of Carlsbad Resolution No. 2012-260 states that members of the Carlsbad Golf Lodging Business Improvement District Advisory Board be represented by member hotels and one Carlsbad golf course establishment. Resolution No. 2012-221 states that the district be established and members shall be appointed by the City Council. Discussion The Maddy Act (California Government Code Sections 54970-54974) requires that on or before December 31 of each year the legislative body shall prepare a Local Appointments List, which contains the appointive terms of Board and Commission members that will expire in the next calendar year. The name of the incumbent appointee, the date of appointment and the term expiration date are also included on the list. Based on the prepared list, the City Clerk’s Office accepts applications (available on the city’s website and in the City Clerk’s Office) for any upcoming vacancies. Fiscal Analysis None. Next Steps Following the appointment to the Advisory Board, the City Clerk’s office will update the Advisory Board’s roster, coordinate the oath of office, filing of the appointee’s statement of economic interest and ethics training certificate. Environmental Evaluation (CEQA) This action does not constitute a “project” within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065 in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment and therefore does not require environmental review. Public Notification and Outreach Public notice of this item was posted in keeping with the Ralph M. Brown Act and it was available for public viewing and review at least 72 hours before the scheduled meeting date. Exhibits 1. City Council Resolution 2. Jan. 12, 2021 Item #11 Page 2 of 4 RESOLUTION NO. 2021-018 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPOINTING ONE MEMBER TO THE CARLSBAD GOLF LODGING BUSINESS IMPROVEMENT DISTRICT ADVISORY BOARD WHEREAS, Board Member Geoff Gray's term on the Carlsbad Golf Lodging Business Improvement District Advisory Board (CGLBID Advisory Board) expired in November 2020; and WHEREAS, the CGLBID Advisory Board has a scheduled vacancy as of November 2020 for a term ending in November 2024; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1.That the above recitations are true and correct. 2.That the City Council of the City of Carlsbad appoints the following member to serve on the CGLBID Advisory Board, for a term ending in November 2024. Geoff Gray PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of Carlsbad on the 12th day of January, 2021, by the following vote, to wit: AYES: Hall, Blackburn, Acosta, Bhat-Patel, Schumacher.
